This recipe is provided after you have met the following requirements:

Master all six "ways" of cooking (i.e. get them all to 600). This requires quite a few mats but just for the feast portion you will need the following:

Veggies: (250 each if doing 10 man feasts, 300 each if 25 man feasts.)
White Turnip
Red Blossom Leek
Juicycrunch Carrot
Jade Squash
Mogu Pumpkin
Witchberries
Green Cabbage

Fish/Meat: (50 each for 10 man, 60 each for 25 man)
Redbelly Mandarin
Raw Crab Meat
Giant Mantis Shrimp
Raw Crocolisk Belly
Reef Octopus
Mushan Ribs
Emperor Salmon
Wildfowl Breast
Raw Turtle Meat
Krasarang Paddlefish

Soy Sauce for each feast (30 if you do all ten man, 18 if you do all 25 man.)

After completing the mastery of all ways you will get a quest to craft each of the high-level (600) stat foods (+300). This requires:

3x Black Pepper
3x Rice Flour
5x Emperor Salmon
5x Giant Mantis Shrimp
5x Mushan Ribs
25x Green Cabbager
5x Raw Crocolisk Belly
25x Mogu Pumpkin
50x Pink Turnip
5x Raw Turtle Meat
5x Tiger Gourami
25x Scallions
5x Jewel Danio
5x Raw Crab Meat
25x White Turnip
5x Redbelly Mandarin
5x Raw Tiger Steak
25x Red Blossom Leek

The quest reward for turning this quest in is 10 ironpaw tokens and coincidentally the cost of each of these patterns is 10 ironpaw tokens.

One side note is that while the earlier feasts offer 250 to a stat (275 if your primary stat matches the feast) this one gives 275 to the primary stat of anyone using the feast (Note: healers get INT instead of SPI).

It should also be noted that completion of the above quest allows you to purchase a new pet that gives dailys and will eventually give you 3-5 +300 stat food daily (once you reach best friends.)

Just to clarify in order to use the recipes you have to have completed the quest To be a master. In order to complete To be a master you have to have 600 skill in all the ways. Also these recipes are Bind on Pickup so no transferring to other alts or selling will be possible.
