Guessing this (and the other primary stat bracer enchants being added this patch) are being put in for two reasons: A) secondary stats suck compared to primary stats, and B) to balance out the leatherworking bracer emboss perk --130 (except stam) of a primary stat instead of 50 of a secondary stat is far better than just 80 of a primary stat (excluding stam) from another professions (81 from JC).

This enchant requires a Runed Elementium Rod, which as of this writing is unavailable to characters under level 84. Lower levels can learn the enchant but can't cast it.
