Although this staff might not seem very impressive as a level 14 required, the +healing type of this staff brings to bear an impressive
+15 healing AND +5 spell damage.
Few staffs match these raw caster stats, and for that alone it's worth getting. My priest has it, and the healing boost is very noticable at its level.

It's also kind of pretty for a staff. Odo's Ley staff has better stats, but I always liked this one for aesthetic reasons.

It is a random world drop, you can get this from nearly everyone in its level range.
