I can confirm that the drop rate is very low on these....we've run Naxx25 every week since the expansion came out and I *just* got the second pair we've seen.

Wrong. Every item that Razuvious drops has the exact same chance to drop. The keyword here being "chance". When something has a chance to drop, that means it also has a chance to not drop at all. Just like your critical strike chance. Your crit chance might be 20%, and you might cast 25 nuke spells before you get 1 to crit. That sounds a bit extreme, but it's possible and it has happened to me as a warlock.

And just for the record to further decredit your comment, I won these on my very first Heroic Naxx run.
