Something seems to be wrong with that mission at the moment, I get it over again and again after the mission is completed successfully. There must be something wrong with the contract, as Daleera Moonfang is already your follower, therefore I always get an error message when clicking it. Destroying it also doesn't help, the mission keeps on popping up after completing.

Using Bruma Swiftstone / Ka'la will make the success rate 100%.

The Mission requires 10xGarrison Resources to begin and you do not need to follow her or do anything other than wait for the Mission to complete. The Mission takes 30 minutes and you will be notified upon completion and receive Contract: Daleera Moonfang when turning in the Mission at your Command Table.

It is possible to fail this mission, in which case you'll have to use the inn (or reroll an existing follower) if you want a follower with the same abilities.

Is there a way to check whether you've had this mission and failed before, similar to quest check macros? I have a level 93 alt character that has done 50 missions and I never send anyone but Bruma to this mission, so I don't think I failed it without noticing. Any chance I may still get her mission?

From the Horde-equivalent Stonefury Rescue user socalldimaginary received a well written GM response:

I just spoke with a Game Master about this, here was the reply: "The problem you presented (needing Vivianne) has already been sent up to the Development Team for a fix or workaround as this is very silly. It is not currently possible to get this quest a second time, and Customer Support has not yet gotten the go ahead to adjust anyone who already failed the quest. This may change once Dev has reviewed it fully, so keep an eye on hotfix/patch notes for the moment, and hit us up if you see a notation indicating it's fixed but still can't get it. Sorry I don't have better news right now. =C"

Daleera Moonfang-contract is approx the fifth mission that appears when you start doing follower stuff in your garrison. You must 100% the mission with bruma or another person, if you fail, the mission it wont repeat and you will have to try get her from the Inn lv2.

If you're powerlvling a toon 90-100 and plan on skipping the follower stuff till you get harrison jones you still have to do the lv 90 missions for daleera to appear. I cleared half of shadowmoon's main quests before I figured this out, but it worked :)
