Velaada is located on 24.35 in a cave. It's a pain to find but the path it's self starts around 27.28. Just keep following the torches and you will see Aspect's of Air floating around as well.

Easiest way to find the path is exit Exodar, take a left and follow the wall/rock around to the left. You'll come to the water and keep going left. The path is right around 27,28

You will find him at 22.32,

When you come out of the cave from speaking with Velaada you should be able to see him on just off to the right.

It's not hard to find at all.. Just exit the Exodar, and get to the back of the city ( to the sea ) there it is

Not sure if this is intended, but during the last couple seconds of my flight back to the Exodar the whirlwind around me disappeared, and I appeared to swim through the air the rest of the way. I'm not sure if that's what it looked like to people other than me.
