Once I turned in to Preservationist Kathos I got both the Idol of Ohn'ahra and Brown Tweed Cap rewards. And she gives a new quest "Using the Idol"

When you use the idol, it will point to the direction of a "Hidden Gem". Three are required for the quest

one out, at the inn's entrance
other at the auction house's entrance
the third is behind the 2nd plants in the golden mesh to the right of the bank entrance, close to the waterfall

turn in this other quest and you get the perk "The Idol of Ohn'ahra" enlisted in the achievement Whodunnit?

It is second room on the left, not right when you enter.

For anyone not being able to light the last brazier to get the idol, try turning off warmode. That fixed it for me.
