He's not actually in the cave, he's outside, next to the boiling pot of water and the tent. He also doesn't have a question mark over him, you have to speak to him to start the convo.

65,23 - Doesn't have a gold question mark over his head so don't look for that. He's a dwarf.

The location is Flame Crest if you don't want coordinates. The same place as the horde flight path, but it is safe for alliance.
