This would have been a part of the (daily?) quests at the Steam Pools, but apart from several NPCs in the subzone, this was never implemented.
Mentioning the Twilight's Hammer and the elemental plane of water sounds like it would've been a hub for dailies related to the cancelled Abyssal Maw raid.
