Seriously. I think I'm the only person who sees the ability as a useful one. But I did some calculations and -- unless I'm wrong -- it doesn't seem like a bad way to start off a fight, especially during the lower levels.
Early levels as a Warrior, Charge only produces 10 rage, which isn't enough to land anything significant and Heroic Strike delays until the next attack, so I got in the habit of spamming this on a stunned target to boost my DPS for the first portion of the fight.
At Lvl51, I have Rend at Rank 6 with two points in Improved Rend, boosting it +50% (needed the two points for poleaxe specialization on the fifth tier and didn't think 6% from Iron Will was worth it). This, with my weapon, deals 198 damage over 21 seconds, boosting my DPS +9.42, which equals a +14% bonus for 10 rage.
With dual one-handed axes and my other talent points (cruelty, poleaxe specialization, etc.) my crit rate hovers around 20%, allowing me to apply Deep Wounds reliably during every fight. Deep Wounds boosts my DPS by +3.35, another +5%. I normally hold off on using Rend until Deep Wounds activates and then use Rend as an instant boost to go along with it. Even if Deep Wounds is only active once, the 12 seconds that it is on (although I get crits often enough that it's on during the majority of most fights) with Rend grants a +19% boost to my DPS.
Couple that with my other talents that are crit-specced (poleaxe, cruelty and overpowering boosting crit chances, impale boosting crit damage, deep wounds applying every crit and working my way toward flurry) and I feel like I'm doing pretty good. At least until -- as I'm told -- I get closer and closer to Lvl70, where I've heard Prot Warriors are the only ones people want.

True, the skill "only" lasts 21 seconds. But unless I'm fighting an elite or something in the orange or red labels, my fights typically last 30 - 45 seconds, a full minute if my criticals just aren't popping for whatever reason. Granted, Rend isn't my priority in a fight. I try to get all five Sunder Armors on first, then (if I'm fighting something that deals strong damage or simply has a lot of endurance) debuff it with Demoralizing Shout and Thunderclap to reduce its DPS. I only use Rend when Deep Wounds comes on, refreshing it when the timer runs out (since Deep Wounds is on more often than not).
But your advice on a damage meter seems like sound advice so I'll try that out.

I wanted to add something to what Littlegoomba said.
Using a damage meter such as SW_Stats which can give you a breakdown of each ability's damage output, use, etc. Test your rend just as he suggested, then do this:
Count the number of times you use Rend during testing. Calculate the total damage you should be receiving and modify that to reflect your Imp. Rend ability. This value should be compared to the actual damage output (the ticks) against a set number of monsters.
Example: Take a handful of mobs and, applying Rend, kill them as fast as possible, just like you normally would. Compare the damage that ticked to the damage you
would
have gotten had the Rend lasted full duration. Do this with a set number of "Rend" applications so you can multiply application vs. actual damage output. In theory, this should give you a way to draw your own conclusion.
My honest opinion? It shouldn't be taking you anywhere near 45 seconds to kill a mob. You may want to upgrade your gear; if you have poor gear, then the unmitigated damage of Rend (with your talents) probably does make a difference for you. The fact of the matter is Rend takes up valuable global cooldown and rage that you should be utilizing quite often at your level (Lv.51 you said?).
Then again, I haven't leveled a warrior in a long time...but I sure don't remember it being that grueling.

Link to your Armory profile should be able to clarify quite a lot of questions (your talents, gear especially) and perhaps then we can better inform you of your options.
A note from personal experience...I very much recall grinding on the Furlbogs (southern side, levels 48-50) around level 50 and being forced to take on 2, sometimes 3 at once. It's taking you the same amount of time to kill just one monster...so any info. you can provide will give us more insight into what we can do to get you up to speed.

I thought there were quite a few talents in Arms that matched up well with Fury. Basically, I knew I wanted Flurry for the attack rate boost. It's only for 3 swings, but I took Poleaxe and Cruelty to boost crit chance anyway and I thought if I could get a Flurry using Overpower almost every time a target dodges, it'd be pretty formiddable, especially with impale boosting crit damage and deep wounds applyind extra DPS.
The only other Arms talens I've taken aren't anything weapon-damage related (Deflection, Charge, Thunderclap, Ang. Management). I've read and understand why dual-wielding and using stuff like Mortal Strike doesn't make sense, but for all those passive and/or non-weapon-damage-reliant things I didn't see anything wrong.

I reread some of your posts & coupled with your talent build, things are a little clearer -- You're dual wielding and trying to figure some type of arms-inclusive build going down Fury, no?
Okay, first thing I notice looking at your build is Improved Rend & I'm going to try and sway you into another direction of thinking by (hopefully) improving your technique. Once you learn to play with this talent build, you'll probably notice you're doing a lot better (and that you crave +hit and +crit/AP like crazy~!).
You're dual wielding, so let's focus on Fury tree first.
You left off key talents like
Precision
and arguably
Weapon Expertise
. Considering the itemization of the base game around level 51 (what level are you exactly?), you should probably take Expertise as it will help you a lot while leveling (and even still when you hit 70).
A few other things in that tree are left up to you, like Berserker Rage I don't see a problem with, if you really want it. Piercing Howl is more of a pvp talent, but not really anything wrong with it if you want it. Keep moving down the tree and pick up
Bloodthirst
(can really lessen downtime) and even further,
Rampage
. Hint: Rampage directly affects your Bloodthirst.

On to the Arms tree now, let's remove the Imp. Rend and stop using it for now. Same with Imp. Heroic Strike. Instead, put 5 points into Deflection; every time you parry, the speed of your next weapon swing is increased by 40% and I believe it stacks with other haste. Take on Deep Wounds in order to get Impale. You'll have to fill in some points here, such as Imp. Overpower or Anger Management, etc.
At this point you have an extra couple points you can place anywhere (I put them back into Berserker Rage since you seemed to like that). If you drop points from say Arms or other misc. you can pick up Imp. Berserker Stance, if you want.

Thanks, Arideni. I didn't realize Rampage and Bloodthirst linked like that (I honestly wasn't interested in Bloodthirst at all b/c the amount of life leech seems so small); also, I wasn't sure about Unbridled Wrath simply b/c it never states what the chance to produce extra rage *is*, but from what I've seen on the forums, it's typically picked over Imp. Demoralizing Shout.
Oh, and Gengtsu... I wanted Improved Overpower for the 50% crit (for Flurry, Deep Wounds and Impale) not so much for the bonus damage (since one-handers apparently nerf that bonus on their own).

He liked Imp. Overpower, I really just left it there as "Filler" to get Impale. I didn't like it either, tbh. Note my line about dropping some points to get Imp. Zerker stance in my prev. posting.

Bloodthirst is based off Attack Power so keep Battle Shout up w/ Rampage, etc. They will all stack, increasing your AP and thusly your BT damage.

This is another reason I mentioned Imp. Berserker Stance (it also has a threat reduction component to it now).

I think when I was level 1-40 I used imp rend and it worked well. If I had extra rage I would use rend, but it wouldn't be my main focus of attack, just an aggro dump.
I don't think imp demo shout would be good leveling at all since most regular mobs only have a set amount if AP. ex: 1 mob has 100 AP. dmoe shout is -80 AP meaning the mob has 20 AP now. you get imp shout for -120 AP making the mob go to 0 AP since you can't go negative.
unbridled wrath I think with 5 points in it gives you 1 rage per hit.

1 more comment, at level 70 it takes about 5 seconds to kill a lvl68-70 mob, so you can see how rend is really pointless there. That is 1 or 2 ticks of damage.

I guess my posting(s) were not as complete as I intended, but here is the last thing big thing I meant to cover.
I believe you asked (or someone else did in another thread) about Unbridled Wrath (and it's rage generation). As far as I understood it at the time, when I was actually playing...
Anger Management produces approximately the same amount of rage as Unbridled Wrath over a period of time.
This is subject to changes in the games, etc. since that information was valid, though.
A small tidbit about earlier, Imp. Berserker Stance gives a boost to your Attack Power while actually in Berserker Stance...and it stacks with all the above mentioned, etc. You can really beef yourself up that way.

yep, you can be 1.8k unbuffed and end up with stuff proccing 4k in zerker at lvl 70.

You can't seriously be putting points into Imp Rend. The talent is worthless cept for fighting rogues so they can't stay vanished or restealth. That's it! Pretty much any talent is better then Imp Rend. Don't gimp yourself by putting points into it.

on my level 8 warrior:
rend is 16 damage over 9 seconds for 10 rage
heroic is 11 damage for 15 rage
don't forget:
1) rend is not reduced my mob armor.
2) heroic strike has a hidden rage cost, it eliminates the rage your next swing would have generated without the heroic bonus.
so it really looks more like this
rend is 16 dmg over 9 seconds for 10 rage
heroic is 7 dmg for 21 rage
therefore, rend is a very good ability to use at the lower levels.
