First of all: armor is going to evolve naturally with gear and those few pieces with bonus armor that doesn't get multiplied make a small difference. Your armor probably sits at 28000 and it's right where it should be for your gear level.
Next: If you are fully decked in ilvl 200 epics (Tier 7 and complementing), you should be able to Main Tank Ulduar 10 with competent healers. HP should be around 33-34K unbuffed in Bear Form. Dodge probably around 36-37% unbuffed minimum. Make sure to use
Flask of Stoneblood
,
Blackened Dragonfin
and get at least one Death Knight, one Priest and one Paladin in your group for
Horn of Winter
,
Power Word: Fortitude
and
Blessing of Kings
. This should cover your survivability pretty nice. Other buffs that increase AP (such as Warrior's shout or Paladin's Blessing of Might are optional, though still helpful with TPS).
About your AP / crit: a Bear Tank that knows what he/she is doing will have most of the total dodge value coming from agility. If you are properly talented and have a decent amount of agility (~900 or so) and probably some leather gear with critical strike rating on it, you will have ~33-34% crit unbuffed. With all those buffs listed above, you should have well above 36-37% crit. That is pretty good for threat generation and activation of Savage Defense as well. Also, as long as you have full ilvl 200 epic gear and an equivalent weapon, you should have around 4500 AP or higher unbuffed. With some buffs (especially a
Battle Shout
or
Blessing of Might
) you shouldn't have any problem generating threat.
However
. Regarding threat generation, you should focus mainly on
hit rating and expertise
. Especially expertise. You should be able to gather some decent values (~5-6% hit and ~9-10% expertise) that will improve your TPS
and
survivability at the same time (this is true for expertise).

Its not true, blizzard never designed 10 mans that way and I dont know why you think so. Even pugs can clear naxx25, so you shouldnt have any problems with valor badges and 25man gear. So you are supposed to be naxx25 geared to do Ulduar10 and Ulduar25.
But what I definitely can say - yes, with Ulduar25 gear without hardmodes, you can tank ulduar10 hardmodes. So if your guild is slacking, and is unable to do Ulduar25 hardmodes, you can take 10 best people for hardmodes and most likely you will succeed to do most of them
But most likely, you will not be able to
clear
end-game content and you will never kill Algalon, if you guild cant even do hardmodes on 25man.
So is it realistic for a fully Naxx10 geared Feral tank (5/5 Heroes' and no blues) to tank 10 Ulduar? And also, around what range should your unbuffed HP, dodge, Ap, and armor be to tank 10 Ulduar?
No, its not realistic. naxx10 geared tank with naxx10 geared healers and naxx10 geared dps will have big problems even with clearing ulduar10 without hardmodes. And its absolutely impossible for them to do end-game hardmodes.
If you have ulduar25 geared healers and dps - yes, you can tank ulduar10 in naxx10 gear. They can carry you and you will be able to tank most encounters(definitely not all) even in blue gear. But it doesnt mean, that Ulduar10 was designed to be cleared in naxx10 gear.
You sir, are talking out of your ass. I'm in a 10 man raiding guild. A few of us may have 25 man pieces in a few slots but by and large we are Naxx 10/EoE10/Sarth10+2 geared. We have had very few issues in Ulduar, cleared up to General. And the reason we haven't downed him has nothing to do with gear, just time restraints(we raid 4 hours a week).

As already said its doable, though there are some upgrades outside raids you might want to consider. Most of this stuff is part of the feral/rouge pvp "set", since every single piece of them holds great amounts stamina and agi as well as other nifty stats like expertise. Other things can be bought of the AH. This includes your BiS-Trinket the Agi-Version of the Noble Deck (Tought it can cost you up 10k gold depending on your server.) and a huge upgrade on your legslot coming as an Ulduar BoE.

From what i saw in your armorylink at least the chest, the feet and the head are an upgrade as well as the the legs if you can afford them after getting the Darkmoon Card, which should be a priority. And last but not least change your head enchantment to the one you get from the Argent Crusade on Revered. edit: This one

I'm in a similar situation, although we haven't penetrated Ulduar that far yet. We're working on Hodir at the moment, getting him to about 50% hp and starting to get the knack of the fight.
But I back this sentiment. With Naxx10 gear, you will not clear Ulduar10 on your first lockout. But you'll absolutely be geared enough to clear the first few bosses, and after a few more lockouts and drops from these bosses (not to mention the valor badges), you'll be in a better position to progress deeper.

Come on man, nobody ever said anything about fully clearing Ulduar 10 having only ilvl 200 epic gear. Not to mention it is the first time they will be setting foot there. The point was that a 10 man raid geared in ilvl 200 epics will be able to face at least the first seven bosses of Ulduar and kill them. Tier 8 items will be obtained further on, but any ilvl 219 items that will drop from the first half of Ulduar will be of great help to them.
But all this babble is useless anyway.
Bottom line is: Ulduar 10 can be taken head on by a raid with ilvl 200 epics and the first seven bosses should be a pretty easy catch once they learn the tactics. Tier 8 will come from the Keepers and also don't forget Emalon - free Tier 8.10 every week.

i think the topic is weather or not someone with full naxx 10 man gear was able to enter and preform well in the base area of ulduar and the answer is yes
are they ready for hard modes? no obviously not
when they start gaining ulduar 10 epics then maybe they'll start doing better, they'll start picking up emblems of valor and start getting better gear
i will say that any ilvl213 gear you can get from malygos and 2d sartharion will help that much more but can you get your foot in the door with a raid full of BIS 10 man? yes, just dont expect to progress as fast as a guild in full BIS 25 man gear (ilvl213/226)
