The +340 intel and a summon of a well of some sorts indicates this will be focused towards healer classes. I'm hoping the use this trinket has is a sort of holy priest Lightwell effect, maybe for mana instead.

Yeah, it definitely sounds like it is for healers. What else would a Moonwell be if not a variant Lightwell? Still, imagine as a caster being able to provide healing for people? Or perhaps the Moonwell will do something unprecedented, such as boost intellect / agility / strength depending on the class of the clicker?
This item will be one of the rewards from the new rep vendors in 4.2, at the new Firelands hub.

The math has been done on the DMC:V and it has shown to be equivalent to
400 int
as long as you are making use of it's procs. You then get the
321 rating
(reforgable) and the additional fire dmg from procs.
Compare that to
340 int
from MWC and the
283
(1700/6)
mastery
you get (Not reforgable).
Thing is with on use abilities. You are going to lose out on a ton of it's benefit if you don't activate it immediately, unlike a proc trinket that will activate faster then the human hand can press the keybind.
From an arc mage's perspective, if you are serious about dps, you are an engineer and you already have a on use ability . You wouldn't be able to stack them together so that makes this trinket pretty meh. DMC: V procs for me every fight right away right when I need it to b/c I have flame orb out there to do that job.

In the case of items w/ a "USE" ability, I macro an appropriate spell(s) with a slightly lower cooldown to "use" the item. In other words, one of the many spells I'm using is keeping the trinkets I'm using hot. If the trinket isn't ready, you get a brief fail, "item not ready", but the spell works all the same. And you fire the trink on the next spell.

If timed properly with Metamorphosis and the Doomguard, the 1700 mastery proc from this is a monster for Demonology Warlocks. It's simming as BiS, even for T12H profiles.

Got this trinket today, and after some testing:
It stacks and can be used with
Soul Casket
and
Figurine - Jeweled Serpent
(so that you have both this trinket's 20s buff and the other trinket's 20s buff at the same time); using this trinket or any of the other trinkets will not cause either one to go into a 20s CD like most other on-use trinkets would.
And someone on EJ said it stacks with engineering gloves too.
As long as blizzard doesn't change this, even more CD stacking (plus the stats being int and mastery) = profit for arcane mage
---EDIT---
As of 7/26/2011, a hot fix had been applied to live realms and this trinket is no longer able to be used along with any other on-use effects. So this trinket now just works like any other on-use trinket and has a shared CD.

I'm currently using this as an arcane mage. I use it after the evocation following the burn phase, to make maximum use of the mastery that arcane mages have been given (more mana, more damage). I think I can squeeze more damage from this item this way than just using it on the burn rotation (mana dropping extremely fast). Please correct me if I am wrong.

The on-use buff you get is called
Blessing of the Moonwell
, it has a
range of 30 yds
(tested) from the position where the moonwell spawned.
If you run away more than 30 yds, you lose the buff. You
can't
regain it by coming back into its range.
As long as you're under its effect, there is a
blueish glow
linking you and the moonwell (see the screenshot above).
The buff (and the glow) is
not affected by line of sight
, it works through the walls and other obstacles.

Curious is this is better than Figurine - Jeweled Serpent for fire mage. +340 int is obviously better than +285int but is 1700 mastery better than 1425 spell power? I would *think* so, but anyone done any testing before I unlock this vendor first to buy this?

The only purpose it serves for holy priests is upping one's average ilevel. Mastery for holy priests only leaves a tiny HoT on the healed player, post-healing. I did some testing. The /use effect on this trinket is worth roughly extra
120 hp per tick
of that HoT. That's a negligible amount of healing and it's slow and not wisely targeted.
It has a very nice graphic effect that I might use for RP purposes, but that's all it'll be good for.

The above is an example macro. When creating a macro, do not select an icon as the first line of the macro will select the proper icon for you and show the spell tool tip and cooldown instead of the trinket cooldown. The second line uses the top trinket slot and, alternatively, 14 will use the bottom trinket slot. The very last line of the macro will prevent you from getting an error message when casting while the trinket is on cooldown.
Other classes may be able to create similarly useful macros.

I picked up this trinket and had a chance to test it out on my Warlock. Here is what I noticed:
- Upon popping the trinket, the buff takes a moment to actually apply. This means that if you are going to macro it with a spell, you will not gain the mastery benefit until after you have actually used the spell. You will probably want to keybind this trinket separately.
- The trinket
can
be outranged. It appears to have around a 40 yard range. If you outrange it, you lose the buff and will not regain it if you run back in range.
- As mentioned above, it doesn't share a cooldown with the engineering tinker Synapse Springs.
Against a ret paladin with 3800 resilience, I saw non-crit shadowbites as high as 13k when this trinket was popped. This is with 3900 resil on, and all gear reforged into haste rather than mastery (I PVP as Affliction). If you plan to PVP as Demo, it might be worth using, as the moonwell itself is non-hostile and cannot be killed by enemies.

This buff stays after you remove the trinket. Bought it on my Hunter, and use it BEFORE a boss pull like a pre-potion.
Step 1. Equip trinket in top trinket slot. (preferably replacing a NON-use trinket)
Step 2. Wait at least 30 seconds (get food buff, get in position etc) for trinket to become usable.
Step 3. Just as tank is about to pull but BEFORE you are in combat hit a macro like so. (adjust to your class/gear)

This statement lacks context, although I generally agree with the conclusion.
I'd recommend this trinket for situational use. ie predictable burst dmg where you have a choice of multiple trinkets with the same equivalent +int values.
I was able to get similar results to yours (+120 to Echo of Light ticks) using Circle of Healing, so I'll assume you are considering a raid-healing application.
This buff lasts 20seconds though. In that time you could reasonably accomplish: (if you consider 10% haste reasonable which is what I'm sitting at self-buffed, and a burst-dmg raid healing scenario)

That 288,000 healing from that sample rotation would result in roughly 35,000 extra healing (1750hps avg over the 20second period or 290hps) . (I'm just including the ADDITIONAL 12% healing that I get from the mastery proc from the trinket)
Also, consider that the sequence above would be able to crit up to 31 times given that each of the multi-target heals can crit for double the healing when judging the value of this.
TLDR: Decide whether your current trinkets beats the equivalent of 341int + proc (roughly 1750hps/120s = ~290 hps)

They did add a shared cooldown with the Engineering glove enchant Synapse Springs. However the cooldown is just the length of the Moonwell spell (20 seconds) then the glove enchant will be off cooldown.
As of 7/27/11 Ricket's Magnetic Fireball Does not share a cooldown and the effects can be stacked. Only other on-use trinket I have tested, but definatly not all on-use trinkets are put on cooldown when useing moonwell.

I tested this item for healing with my Restodruid. I unequipped weapons that had procs (i.e. Power Torrent or Mandala of Stirring Patterns).

This was omgbbqwtf $%^&ing godly when it did not share a cooldown with the Justice Point item, Soul Casket, but with the hotfix, it is now just *!@#ing godly as a Demo warlock with Doomguard and Demon Soul.
I raged when I logged onto see that my two trinkets now shared a global cooldown... I can never forgive Blizzard... Instant 32k DPS with level gear to Firelands.

Any opinions on this versus the heroic Witching Hourglass for balance druids?
I tend to prefer procs over activated simply because their cooldowns are usually significantly shorter (as is born out here, with a reported ~80 seconds between procs on the Hourglass and a 2 minute cooldown for the chalice), despite having very similar durations and effects (20 seconds of 1700 mastery versus 15 seconds of 1700 haste). Being able to sync it with eclipse would be nice, but then that'll only happen maybe 1 in 3 or 1 in 4 cycles, versus an optimistic one in 2 (depending on how much time I have to spend not casting between them).
Haste is top choice for balance druids, but I'm not sure what the stat weights are between the two.

Interesting for benefit for holy paladins self-buffed in mostly 353-359 iL gear, save this trinket, I had 14.39 mastery. One cast of Divine light heals in my case for 23k (27-29k with wings up). it obsorbed something like 5.5k.
popping the trinket buffed my mastery to 23.87, which buffed the obsorb shield to nearly 10k. It seems in situations in which lay on hands is down and the healer needs to save the day, this trinket can be usefull.
Correct me if I'm wrong, but for healadins, this trinket seems very worth getting.

When i first got this I was hopeing that the range was super long, so I went to the top of Mount Hyjal and levitated off the top as I activated it.... i was saddened when i found out it had a fairly short range, and it was a long ride down the mountain...without my cool blue rainbow =(

This trinket is also useful for fury warriors with good timing and Vessel of Acceleration. I would advise making the two following macros for two GCD's just before the pull:
Macro 1:
/use Moonwell Chalice
/cast Battle Shout
Macro 2:
/cast Death Wish
/use Golemblood Potion
/equip Vessel of Acceleration
Basically, your death wish will gain full benefit from the mastery for the 30 seconds despite the buff only being present for when you first use it. This adds roughly 10.6% damage boost (additive) to your death wish for the 30 seconds and results in a DPS increase with only a couple of drawbacks:
-If you can't or don't change trinkets for any reason, obviously this is going to hurt your DPS very significantly for the whole fight, so practice first on the dummy.
-You can't really switch out any trinket other than the vessel because it will trigger its ICD, and almost certainly negate the benefits of the extra mastery. (Assuming you're not still using DMC: Hurricane or Licence to Slay)
