For Moonkins you are better off using a 346 necklace that has haste/spirit or haste/crit (reforging the crit into spirit where necessary)

What makes you say that? I don't see that Moonkins benefit from spirit (as damage) the only benefit Moonkin get from spirit is from the "Balance of Power" talent, which I believe that Blizzard introduced this ability for Hyper caster classes so that healing spec could have a secondary spec as damage without major changes in gear. This makes the spirit stats in their healing gear converted to hit rating. You will find similar ability in Shadow Priest specs "Twisted Faith" for the same reason. Notice that Mages and Warlocks don't have similar ability since they are not hyper classes.

This clearly states that items with Spirit stats are healing spec priority. Damage classes should not need on those items unless no healers in party desire them.
