It appears that with the 3.1 patch, Soothing Spices, Hot Spices and Mild Spices will no longer be required for the vast majority -- if not all -- of the recipes they were originally requires to be part of. Whether or not they will continue to have any sort of functionality in the game remains to be seen, let alone if they will continue to be available on vendors.

Blizzard apparently likes to torture us. This cooking ingredient is now needed for the Ogre Brewing Kit picked up in Draenor.
Not a single vendor in Draenor carries mild spices.
