The new Searing Gorge FP, Iron Summit, near the northern entrance to Blackrock Mountains has an Innkeeper who sells this and Flagon of Mead. I just stumbled upon them as I went through on my priest.

As horde, I found Vinemaster Suntouched in Silvermoon City (org/uc zep -> portal to SMC) more convenient than heading back to Dalaran. The vendor in Shattrath would also be an option if taking the dark portal port and then flying to Shat is more your style.

Barkeep Dobbins at the inn in Goldshire sells Skin of Swarven Stout, as well as Jug of Bourbon.
You need both to easily advance cooking through the Darkbrew Lager recipe.

you can get the dwarven stout and the badlands bourbon in the mage quarters SW where the warlocks train,, barkeep sells them

One more way to obtain it. You have to talk with Mountaineer Stormpike at Algaz Station (NW Loch Modan) to start the following quest line:

In the last mission, you receive Cannary's Cache, which contains the Skin of Dwarven Stout.
