According to the fishing journal, it's fished exclusively in pools of Blood in the Water which are only found in Hallowfall. Fly along the rivers to find it, don't look out in the ocean. If you didn't buy it already, make sure to use Angler's Guide to track fishing pools. Purchased from Captain Oathmyt.

This fish seems to need a Khaz Algar Fishing skill of 225 or higher to catch from the Blood in the Water pools in Hallowfall. I tried for several days to fish one out of those pools and the instant I hit 225 I was fishing in one and caught it as the first fish at 225 skill level

I fished one up just from the normal river near where the Derby NPC spawns, 44, 62, but not during the event. So it can be fished from the normal river without the Blood in the Water fishing pool but I am guessing it was rare and I had a fishing skill of over 300.

If you're having trouble fishing these up from Blood in the Water, try throwing in a few Nibbling Minnow - two of us got it on the next cast with this method.

I spent 40 minutes trying to fish this during the derby it was my last fish and it did not drop, fished a dozen blood in the water pools. I got the rest of the fish without issues.

Edit: I got it the next week with 300 fishing, you have to keep fishing the "non blood in the water" pools, so they reset and give you blood in the water pools, otherwise the entire map will just be glitter and calm pools.

Using it on a target, you slap it with a giant green fish (abyssal-lurker type) once, and then hold the drooping fish for a second more before it disappears.
The Arathor Hammerfish is *not* consumed ! I will henceforth regularly taunt my foes with this !

You need a skill of 200 to fish these up, otherwise Blood in the Water is going to give you other fish.

These are fished exclusively from Blood in the Water and you can guarantee a catch using Arathor Hammerfish Lure.

When salvaged with 129 cooking skill (100 from profession, +29 from gear), one salvage of Arathor Hammerfish yields 3-10 Fresh Fillet. (~6.5 Fresh Fillet per 5 Arathor Hammerfish)

Pick up the quest "Hallowfall Fishing Derby" from Captain Oathmyt, who is at 44,61 on Saturdays.

A 60 minute buff is applied the moment you accept, in order to fish only in Hallowfall for the three fish needed.

You only need 1 of each trophy fish for that day. The quest alternates the required fish needed. Whichever three is needed for that particular Saturday, you only need 1 of each. As soon as the third fish is caught, the buff is removed. Go back to 44, 61 to turn it in.

During the fishing process, you might reel in derby marks. The quest will give you 10, plus a reward of your choice. If you spend the hour constantly fishing, you could reel in as many as 15 marks. Including winning the 10 from the quest, the even will give you approximately 25 marks.

I attached the lure and used it in a pool with no luck. When you move, you loose the lure. I added a second and fished another pool again with no luck. When the pool disappeared, I cast one more time and got the Hammerfish. It may be the case that the lure only works in open water. This isn't much of a test, but I'll be using it in open waters from now on. The pools I tried it in were Calm Surface Waters and Glimmerpools.
