This pet is sold in the dungeon Tazavesh, The Veiled Market by a NPC named Shopkeeper who is located to the northeast of the customs Enforcement building (across from the Questionable Trader)
The shopkeeper will whisper 'Psst. Hey, you. Unassuming visitor. Do you like small creatures?' if you stand near him but you wont be able to purchase anything from him yet.
Im not exactly sure what triggered him to be accessible but I did summon a bunch of different rats and small pets, I /pet a nearby cat named 'curiosity' and a a rat named 'Goblin' and I /pet the Corgi Bartender named 'Waffles'. Curiosity is a cat that roams around the nearby area and Goblin is a small skrat pet that hangs out behind a tree. just /target them to find them. Waffles is located inside Myza's Oasis behind the bar levitating
EDIT: it seems that targetting him and /yes or /nod quickly after he whispers you will open the shop ^^

I think I figured it out, as soon as the Shopkeeper NPC whispers at you, you /nod at him and the shop opens. At least that's how it worked for me! I only wish I had collected the lockboxes first!

First, get the Mischief! achievement, 2143 gold in your pockets as well as three lootboxes : oxxein, phaedrum and solenium.

From then, either go stealth to the NPC you are looking for or clear the whole thing and go back afterwards. Hint : there is no need to be in a group to have a walk in Tazavesh.

The NPC selling that battle pet is named "Shopkeeper" (not the "questionable" ones). From the entrance, get through the customs (big hall with bankers and auction house), go down the first stairs then immediatly to your right. He is standing in front of a barricaded door and will whisper something about little creatures.

Stand in front of him answering him with "/yes" or /"nod" and wait for one minute if needed. If he looks bugged then run to the building from where you came and come back to him to start it all over.

Now you can click on him to see the goods he is selling, which are basically that battle pet only :-)

Got this today!

To get the Pet you'll need to access a "hidden" vendor in the second room of the instance.
Right after the first boss you'll run down the stairs to the right and the shopkeeper is in the right corner.
Once there he will trigger a dialog "Psst! Hey you. Unassuming visitor. Do you like small creatures?"
Target the shopkeeper and write /yes and the interraction will trigger the ability to trade.

To purchase the pet you'll need 2143g and Oxxein Lockbox, Solenium Lockbox and a Phaedrum Lockbox.
If you're lucky you'll already have them. In my case I went for pickpocketing and got them all within 3 hours.
The Oxxein Lockbox can be found in Maldraxxus, the Solenium in Bastion and the Phaedrum in Ardenweald.

You don't need to have completed the dungeon yourself to access the vendor for Rarity. The vendor is present even if the instance has been cleared, so it's possible to find a person who's already cleared it out, 'piggyback' on them, and use their instance to access the Shopkeeper.

Just a tiny bit more info to add, as I just got my pet. The first whisper/nod combo didn't trigger "vendor mode" for me. But he kept whispering and I kept /nod'ing. eventually he opened up shop and let me buy Rarity.

Just an FYI for anyone trying this.

As of 9.1

A friend of mine needed to be group lead for the shopkeeper to trigger. She tried several times as a party member, and only with group lead it would trigger for her.

I just wanted to share my experiences here in case it helps anyone else:

My husband had trouble with it and tried the suggestions here about being party lead, etc, and it worked for him. (see reply further down)
When I decided to go in and try, though, I had some trouble.

I extended an old lockout and came in by myself. I was in a party with some friends, but they were all doing other things. The shopkeeper whispered to me, and I emoted, but he never changed to be interactable. I tried about a dozen times, easily. I tried close up, further back, etc. Nothing.

I left group and exited the instance

Then I zoned back in, and ran to the shopkeep solo

He whispered, I emoted, and he became interactable on the first try. I was not in a party. So, if you're in a group and it's not working for you, try that and see if it changes anything!

Just remembered how many of this boxes I opened with Maldraxxus skill (open chest once per 12h). At least 20 or so. And now have to farm it with rogue again :/

You can safely open chests (turn autoloot off first) and leave something inside. It will work anyway.

Rogue appears to be the way to go to get the lockboxes. Not sure if it's just coincidence, but I boosted Rogue to 55 and tried for about 4-hours to get the Phaedrum Lockbox with no success. Leveled the Rogue to 60 and got the lockbox within 5 minutes.

All 3 Lockboxes can be pickpocketed from mobs in Tazavesh itself. Find a lockout with the first boss killed, then run around pickpocketing mobs in the Marketplace, avoiding stealth detectors.

As a bonus, you can also pickpocket Stygian Lockboxes needed for the Rat Soulshape.

A relatively good pickpocket farm for the lockboxes is the Tazavesh, the Veiled Market dungeon's 1st boss room.

You need to kill the Gatewarden Zo'mazz miniboss to open the door. (I've done it with 2 different rogue, 240 and 260 ilvl in Dragonflight pre-patch multiple times as outlaw)

Don't forget to picpkocket the gatekeeper pack too.
Sap the left one, Blind the right one and nuke the miniboss:
- use Crimson Vial after the first Proxy Strike
- use Cloak of Shadows before the Radiant Pulse cast finishes
- use Evasion before the 2nd Proxy Strike
2 out of 10 times my Cheat Death talent procced, so pick that talent. (You no need to fight more than that fight, so you can swap your talent around the situation.)

use Vanish or run out of the dungeon after the miniboss is dead (you can kite him backwards to the entrance, but my worst kill time was 50 seconds)

Another useful talent is the movement speed in stealth (Shadowrunner), so you'll get 160% move speed in the whole farm. Here is my talent build that i used during the farm: talent build

After that you can wait ~6 mins to able to pickpocket them again, or you can reset the instance and do it again (beware, the limit is 10 lockouts per hour). Would be better if you could kill the boss too, but it's not possible with low geared rogue - ask a friend maybe -, so you could run around the instance and pickpocket everything without waiting time.

The loot summary from 12 round of pickpocketing (average 1-2 boxes / round):

Couple Shadowlands herbs and ores, a lots of Satchel of Security. The pickpocket table for this mob is kinda covers all the possibilities.

I just got the Rarity pet as of patch 10.0, days before Dragonflight release. I took a level 60 rogue into heroic Tazavesh, killed the gate warden using Sentencess' recommendations on dealing with the mobs (had no trouble as an ilvl 258 rogue), did about 7 resets through the first room to get my 3 lockboxes and then sent the lockboxes to a main. Going with comments saying this could be done on Tazavesh heroic, I decided to take my 295 DK into the dungeon in blood spec. I was debating havoc DH because they're so OP right now BUT...a recent comment said that you could not fudge Zo'phex's Containment Cell ability, even while solo. Knowing that Icebound Fortitude and Anti-Magic Shield negate Containment Cell, I went with the Blood DK route, although to be fair I don't really tank, just play unholy/frost. The dungeon is a total cakewalk at the end of SL on heroic, don't worry about that, but Zo'phex does require some timing and skill to be able to fudge the containment cell mechanic.

After failing the first try, I looked at the new talent tree and took "Anti-Magic Barrier" to reduce the cooldown of AMS by 20 seconds, so it's now up every 40 seconds. Use AMS on the first Containment Cell, IBF on the second containment cell, and AMS should be up for the 3rd containment cell. It is a bit of a DPS race at this point. Before taking the talent to shorten AMS, I got stuck in a containment cell and it was death. I didn't have purgatory due to lack of talent points, but you could try that and see if it frees you up when purgatory procs and you can death strike back to full (total theory though, you may just stay stunned). Shadowmelding also does not help, because it just recasts on you. Or, don't be anti-social like me and ask a friend to help! Enjoy your rare Rarity pet as we finish out Shadowlands.

Just tried it on a lvl 70 ilvl 388 outlaw Rogue on 3/15/23. I cleared out the first boss - got to the vendor. He says his whispter - I targetted him, did both /nod and /yes - neither opened a vendor option or interact icon. Not sure if it's bugged or I need to do it on Normal (I was in Heroic)?

If you don't manage to unlock Shopkeeper on your first attempt you can run away (I did another lap of pickpocketing, that gave me enough distance/time) and come stand on him again, wait a short while and he will whisper you again, allowing you another chance to /nod.
It seems that there's only a very short window (a few seconds) in which to "reply" before the interaction goes away, so if you're having problems with it, go around again and maybe set yourself up a macro so you don't leave anything to chance
