It's sold by Tortollan innkeepers and food vendors. In Vol'dun, the closest one is in Tortaka Refuge on the north-eastern coast.

Missed one because I was unaware of this rare spawn and couldn't find this info quick enough… because it's sold on the AH mount, WoWhead shows it as being sold just about everywhere which is confusing at a glance.

What can I say, I'm too poor to have a Long Boi.
