For beta testers looking for these: you can find them sold in unlimited quantity by most blacksmithing vendors found in the new zones. Can also 'skin' them with your engineering skill off mechs such as the rewired harvesters found in Stormsong Valley (roughly 40%-50% drop rate).

Wowhead will eventually add 'sources' data which should include a list of the vendors.

The Rewired Harvesters at Scripps Lumber Co drop these when you use your engineering skill on their corpses. When they do drop, I have been getting between 1 and 4.
