I think they're confused, because "PYROBLAST!" is an instant cast. More likely, Kael'thas whispered "pyroblast" as to not be interrupted or silenced during the 4.5 second cast.

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from The Emerald Nightmare is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Wondering if anyone knows whether or not this has become obtainable through Heroic/Mythic dungeons as well or only the cache/chest rewards as shown in the "Contained in" section... Just seems like most of the info is outdated from Beta.

This just dropped for me from a Dreamweaver Provisions. There is indeed a visible buff when it procs called Kael'Thas's Ultimate Ability .

I made a Blizz-like-ish weakAura for the buff this item gives. It gives large, semi-transparent flamey wing things just outside the Pyroblast "stock aura". The right one is set to disappear when 4 seconds remains on the buff; basically, if it disappears, you shouldn't start hardcasting a pyro because the buff will probably be gone by the time you finish casting (but your cast time may vary), although you should still finish a cast you already started. The left one is set to disappear when the buff itself does.

EDIT: To answer Enthorn below: No. If you have the buff when Pyro finishes casting, it will do quad damage. If the buff falls off before you finish casting, it will only do regular damage.

I got this from a world quest emissary quest.

I am not really sure about the Pyroblast, spell, I mean 20% chance? So your DPS could be amazing or crap? 1 out 5 chance would suggest the latter. Sure I will take a chance every now and then when the situation allows it just to take a chance to see a juicy proc, but not sure I like the chance. If they are going to use RNG on an item like this is should be NO LESS than 50/50

For me, I would love the helm! Now that is one piece of effectiveness. I can already proc a great Dragon's breath imagine, 100% more effective and 25 yards? DAMN!

I still have yet to see an aura...

Wow, just realized that all of the legendary drops that I got on my Mage are the Shared Legendary items. Sad, having played my mage since launch these were the items that I got. Oh well, on to 7.2.
