One of the old Justice Point heirlooms, which are being reintroduced with 6.1. It is currently sold by Estelle Gendry (H) and Krom Stoutarm (A) for 750g.

Both vendors sell all of the old Justice Point and heirlooms, including the new necklaces and upgrading tokens:
- Chests: 500g
- Shoulders: 500g
- Necklaces: 700g
- Trinkets: 700g
- One-Handed weapons: 650g
- Ranged & Two-Handed weapons: 750g
- Shields & Off-Hands: 500g
- Ancient Heirloom Armor Casing: 1,000g
- Ancient Heirloom Scabbard: 1,200g
- Timeworn Heirloom Armor Casing: 2,000g
- Timeworn Heirloom Scabbard: 5,000g

Edit: The heirloom prices are no longer affected by faction reputation!

For dps classes 343 spell power will be equal to old "343 Spell damage and Healing"

But for healers will it be "644 healing and 216 spell damage"? If not and it will be 644 healing and 343 spell dmg all items will be boosted pretty much (~137% of old power)

But how does WoW define dps/healing classes? Shaman is healer, but in Ele he will be dps. So your comment (and this blue post you quoted) doesn't include healers.
How does new stat behave with healers? Because i honestly don't believe that all old "healer items" would be boosted so much...

I Think WoW checks you class and build, and if you are a healer (in holy/resto) you have lower bonus to spell dmg, ang higher to healing, and if you are pure dps - you'll have exact value from tooltip of item applied as spell dmg.

Oh well, would've been considered OP with levelling characters anyway I'd imagine. That plus finding a way to scale a 'Use' effect was probably rather difficult, if not impossible.

At the moment, this staff, from levels to 1 and 57 does NOT scale with spellpower, probably some weird bug, the stamina, intellect and crit you get from it, scale, but the spellpower from 1 to lvl 57, reamin from 1 to 9, then when you hit 58... BAM, staff magically gets 46 spellpower. The shoulders scale correctly. I have not tested the ones you get for stone keepers shard, but this staff, spellpower wise, sucked for leveling :P

You should add +30 Spellpower enchant, because that's the only enchant i could find that works on the heirlooms.

But goodluck on finding someone who does the enchanting recipe is from Molten Core pre-BC.

Since heirlooms will always count as level 1 items, does this mean that weapon oils and sharpening stones will continue to work on them past 70? If so, would it then still be useful pre-Ulda raiding at 80 until something drops from Naxx?

Isn't this item pretty good for Elemental Shamans as well? The heirloom mace would probably be better for Resto but I already have a healer alt so I'm not planning to go Resto with my Shaman. Besides, with this staff, you make at least 3 leveling alts happy :)

enchanted this with http://www.wowhead.com/?spell=13529 as i was leveling, and it does not take the glow effect. More than likely the default "glow" of the green orbs rotating around it overrides any glow effect from any enchant.

don´t be as confused as i was. the spellpower scales HORRIBLY up to lvl 58, which is where it increases almost sixfold from 8 to 46. the crit rating and stam and int are very high throughout lvling, but unfortunately the spellpower doesn't really increase at all.

this stave is still pretty much perfect for lvling a mage, a moonkin, a warlock or a priest. i´m even considering using it for my hunter as well, because the crit and the int and stam are not useless at all!

All of the heirloom items scale with the content as well as your character, i.e., the reason the caster pieces receive large boosts in spellpower at 58 and 68 is because that corresponds to the character's becoming BC and WotLK eligible. The physical gear scales similarly, with the 2-handers in particular becoming amazingly powerful at 58.

For a 19 twink hunter, this is actually very good.

You can only enchant it with 25 agility, but the total stats are considerable.

Even when compared to rare BoE 1handers or BoA sword/dagger combinations with 2x15 agility enchants, the high crit rating really shines. Intellect and stam are always useful as well.

Anyways, the spellpower budget on this is almost negligible until it starts using TBC item budget formulas so don't dismiss this as a "caster item" for twinks.

I don't think you should be concerned to much about the spell power. Most likely if you went far as to get 65 emblems for this you will put 30 Spell Power on it. So it should be able to last you hopefully untill 80 not sure. Point is yes you could get more spell power by buying BoE or grinding for other staffs that put alot into it then enchanting that. But you would waste alot of gold when you went to upgrade that one and put another enchant on the next. I do not believe it is wise to dump all your stats into spell power while leveling because having a decent sized mana pool is helpfull! Depends what you want I suppose... big hits or the ability to cast longer without going oom. Personally I could care less about hitting hard if I was forced to spend alot of time drinking mana back because my mana pool wasn't big enough to make evoc effective on my mage or didn't have alot of spirit on my priest for spirit tap to be effective. For a warlock thats affl I guess you could do fine with going crazy on spell power.

I don't think this was really created with twinks in mind. The heirloom items seem to be meant for improving your levelling ability... and at that, this staff succeeds admirably. Stick either Enchant Weapon: Spell Power or Enchant Weapon: Healing Power (the latter, for me at least, was considerably easier to get, especially with the relative rarity of Golden Pearls) on it and go nuts.

All pre-bc chants are eligible to be put on these items. Overall though, you aren't missing much (5-10 SP less than a BC or Wrath Enchant) etc; and since the amount of SP is always fairly close if not more than the best blue item in the bracket, its still worth it.

I tried to put a spellpower enchant on it around level 35. No go. GM said you can't do it. I have not been able to apply Wizard Oil either. Maybe after the level 58 barrier where the spellpower goes up to a reasonable level, not sure.

Overall, this thing has been useless. Sitting in my bags since about level 20. There has always been a quest reward, a dungeon drop or a BOE that has been immensely better so far.

The trinkets on the other hand... WOO HA! A pair of those and you are off to the races!

The ilvl of this item is 1 regardless of your character's level, and this is what the enchants are based on. Meaning you can only use enchants were no lvl requirement is stated in the description.

This is the case for all heirloom items.

Apparently in 3.1 they fixed this item.

At level 36 on my druid it now has 29 spell power.

Definantly is scaling more appropriately, awkwardly enough my damage didn't change, so I'm wondering if it was always giving the proper spell power, but wasn't SHOWING the proper spell power.

Actually, this isnt AS rare as it once was. Since 3.1.0 this is Bind on Use not Pickup and the drop chance has also been greatly increased, according to the 3.1.0 Patch Notes.

Greatly increased the drop rate of recipes found in pre-Lich King dungeons and raids.

In early levels (1-10), the swing damage of this staff is quite powerful. I have it on my warlock and it hits about x3 the damage of a shadow bolt.

btw, since you can turn in BoA items after up to 2 hours after purchasing, tog et your badges back, you can actually buy this item on your main, send it to your alt, lvl with it, and send it back to your man to get your emblems back.

i have tried this, bought with my pala, send to druid to enchant, but ended up doing obsidian sactuary, not using this ofc, better geared.

but when i send the item back after about 1 and a half hours, i noticed that i still had 1 hours and 56 minutes laft to get my emblems back for it.

its also good when you need an item to complete a group quest or do a heroic or raid and then just turn the item back in to get your emblems back for other gear ou might need in an emergency

If you play about with the slider bar, you'll notice that there are significant steps up in the stats provided at 58 and 68 to aid your transition into Outlands or Northrend.

I farmed for a few days in MC to get my rep with Thorium BroHood up to revered and picked up the +22 intellect to weapon . . . slapped that on my staff and man . . . I can honestly say that having around 1600 mana (unbuffed with no other enchants) on a lvl 20 druid is both a massive benifit and a curse :D the amount of water I need to consume is rediculous IF I actually go oom . . . none the less, well worth it. Hit me up if you want the enchant (really cheap, mats are easy) on Boulderfist. Ryeen, Kaylis, Eisensturm, Lovedump are my mains.

You should actually add the +22 int to 2H weapon enchant: http://cata.wowhead.com/spell=23804.

Pre-Cata, you will gain a much higher benefit from INT than you will SP. (more mana, more spell crit)

Once Cata hits, it is unclear (so far) how well the pure spell power enchants will convert to INT, and for how much. Needless to say, +22 INT will still provide you with mana and spell crit, and additionally, INT will convert directly to SP.

The trick, is finding someone who is Revered with Thorium Brotherhood to do the enchant.

Why on earth has the cost of heirlooms skyrocketed in patch 4.0.1? They used to cost a large number of Emblems of Heroism which took a while to amass any excess of other badges to convert. Now with only a month or so to go before Cata release when people have little to do other than level alts, they suddenly cost at least 4x more than before!

The justification given is that at 85 we will miraculously be earning so many points that level 80 items become supercheap. Except I fail to see what possible justification or relevance this has to a level 80 trying to purchase level 80 items who does not own the Cataclysm expansion and furthermore Cataclysm is still many weeks away from release!

Its even more unfair to those who had been stockpiling badges to use for heirlooms and were just short of them before purchase.

Hands down the +22 int enchant is the best one for this staff, nothing even comes close. Static +22 int at level 1.

Currently, even though the vendor stats show +sta and +int, once equipped you only get a+int, +76 int, spellpower increases to 789, and critical strike remains the same.

Somethings a little wonky here, the scaling shown here on the Mists page for this weapon seem waaay high. Currently wowhead is displaying the staff having as more stats at level 58 in Mists than the staff currently has at 80 on live. Call me crazy but I don't think a heirloom should be equivalent to a ilvl 200 blue at level 58. Lets compare:

In short, clearly superior due to the 81 int vs the 51 spirit.

If this is indeed how its going to be this completely hoses new players and players without heirlooms. There are still almost no weapons with spellpower prior to level 60, and this just exacerbates the problem further for new players. As it stands on live, the difference between a full heirloom caster and one with no heirlooms is like night and day. With this change to scaling the difference is going to be more like a hobo living under a bridge compared to Bill Gates. But I digress. More on topic, I find it odd that the neither the Devout Aurastone Hammer or the The Blessed Hammer of Grace are showing a similar increase in power. In fact, they are both losing stats in Mists.. I'm guessing, and really hoping, that this is just some sort of scaling error that will be fixed eventually.

For posterity's sake this are the stats of the weapon as displayed by wowhead @80

431-647 (186 dps)
+282 Stam
+231 Int
+188 crit (4.1% crit at 80!)
1189 spellpower (what the good god?)

Just to put that into perspective, those stats make it significantly better than the Archus, Greatstaff of Antonidas off of 25m heroic LK..
Basically, this weapon is no longer equivalent to a blue, its now leagues better than a BiS epic/legendary at every level. At 70, you would have to nearly triple wield the Golden Staff of the Sin'dorei or Grand Magister's Staff of Torrents to be comparable. At 60, it would take two Atiesh, Greatstaff of the Guardian to compare.

edit: 5.0.4 just went live and the staff still has the correct 394 spellpower at level 80

At Level 60, this is quite the powerful staff. It's better than any staff from Molten Core and Blackwing Lair, and only slightly better than Staff of the Ruins. The only obtainable staff that beats it, and just barely is the Blessed Qiraji Acolyte Staff. This makes the staff equal to an ilvl 76 Epic at 60.

Cost is the original item and either Darkmoon Faire Prize Tickets, JP (for heirlooms purchasable with JP) or Honor (for PvP itemized heirlooms purchased with honor)

As of 5.4 you can now use all weapon enchants. At lower levels enchants scale down for the content a player will be going through so high level enchants will not be broken for pve and pvp content alike. The wowhead stats and description are wrong.

On the beta realms, and almost 100% likely on live, these will be used as well as the other items like it, to level your character through the badges from raids/heroics.

The items bind to account so you can use them on one char and transfer them to another. It is not yet known how enchants will affect it.

Not only are they reuseable and bind on account, they also scale with level. they have a unique rating "Requires level 1-80 (your level)" which means if you give these to a level 1, and they go from 1-60, the gear will scale while they do. when they reach 2, the gear stats etc. go up, when they reach 30, the gear stats etc will go up.

Do not expect these to replace 60+ blues/greens, as they are far far worse than level 80 greens at level 80.

They also will likely not replace twink items due to how they scale.

Yes, spell power replaces both +spell dmg and +healing, but it's not actual value.
From (for example) 300 spell power you'll have ~563 (~187,5%) +healing, and 188 (~63%) spell dmg.

That means this item will provide ~216 spell dmg and ~644 healing.

This is also not true. As Spell damage has barely changed the more did healing. As spell power grants the same amount of spell damage and healing, healing spells got their percentage gained from bonus healing changed to match the new (lower) amount of bonus healing granted by items. Notice there is still items that only grant bonus healing or spell damage which will show up if you take a closer look to your spell power values

i have been told buy 90% of people that these items scale as you lvl with them come on guys didnt think you were getting an item with 200+ spell damage ect on a lvl 1 ............ these items from what i can tell will be to make the trazition of lvling less of a stress usen the same wep for a long time

My friend got them to level his character to level 80 and was one of the first 80s on his server. I’m planning to get the new PvP gear and Emblem of Heroism they offer.

I just saw a lvl 43 horde with a staff looking like this and decided to check his armory profile just to check the weapon. I found that it's stats was looking rather overpowered tho it did say:
"Requires level 1 to 80 (43)"

I thought this was a bug when I got this for my lvl 30 balance druid, I get 4 SP, 9 crit rating, which is close to nothing.
I thought it would scale the same all the way to 80, this seems to be wrong, so DONT buy this if you think the same. Because it doesnt obviously...

I just bought this for my level 8 druid, but when I view this item on her, it doesn't show any AP stat. Is this some sort of bug? Do I have to have the various forms before those stats show up? Is it granting the AP bonus and just not showing it? Or did ferals just get jipped on a leveling weapon?

You can exchange these back for emblems with a GM within 2 weeks of purchase.

This because some people (like me) buy before they realy think and i ended up with
a plate item while i actualy later wanted to make a mage (for the lolz).

no FAP on weapons with less then 55 DPS. So once it breaks 55 dps you should see FAP showing up. EDIT: This comment is redundant, deleting it.

They get 'jipped' as you say.

You'll see Feral Attack Power appear at 58 but not before then.
So really, your only choice is one of the 2 heirloom daggers.

They should change the 2h axe to mace then every class that can use a 2h can get an heirloom.

Not sure why this got downrated, it seems like a valid question to me. I also just got this for my druid alt with the current changes to feral weapons, I thought that attack power was displayed on the weapons now for druids, however this weapon does not show any listed for me either.

I just tested this, and I can in fact use the oil obtained from the quest in terrokar forest on it. the one from olemba seeds. I am going to make some other oils and test tomorrow

Really nice staff to have whilst leveling. It requires 65 Emblem of Heroism or 95 Champion's Seal whilst the chest and shoulders cost 40 each. So you're looking at 145 for the complete "set".

The entire list of spellcaster heirlooms are as follows:

Dignified Headmaster's Charge - 65 Emblem of Heroism or 95 Champion's Seal
Tattered Dreadmist Mantle - 40 Emblem of Heroism or 60 Champion's Seal
Tattered Dreadmist Robe - 40 Emblem of Heroism or 60 Champion's Seal
Discerning Eye of the Beast - 50 Emblem of Heroism or 75 Champion's Seal

As you'll probably want 2 Discerning Eye of the Beast it make the total cost:
245 Emblem of Heroism or 365 Champion's Seal

Get farming :).

I am figuring they changed it just because they did not want everyone grabbing the Chest & Shoulders especially let alone all the other gear for their alts that they plan to build last minute so they can speed through the new content. I was mildly annoyed myself but don't forget you can still get them out of the Tournament at normal prices if I saw right.

New heirloom for the upcoming patch 5.2 it will replace Dignified Headmaster's Charge for 3500 Justice Points.

Edit: Why downrate true info? was already here before wowhead got the information doesn't mean that it's wrong.

The new Bind to Account staff, the Scholarly Headmaster's Charge, replaces the previous Dignified Headmaster's Charge. You will need 3500 Justice Points and the Dignified Headmaster's Charge in your bags. Please note, however, that the updated version does not increase any stats for the levels of 1-80, but instead the new staff continues scaling past level 80 to level 85.

You will, of course, need to enchant the new staff since the previous staff has been destroyed in the purchasing process.

I know some people feel that Bind to Account weapons are unnecessary in the leveling grind, since they do not offer an experience bonuses; but you have to remember that, when you are able to kill the creatures swiftly, you will go through the majority of quests and dungeons at an increased rate, which directly transfers to a quicker leveling process! The fact that this particular weapon scales through 80-85 will allow you to get through the Cataclysm zones without much hassle or need to search for a new weapon until level 86!

The one problem with upgrading this from 1-80 to 1-85 is that, unlike the power boosts gained at previous tiers, the boost from WotLK to Cata doesn't take effect until level 81.

From 50 to 57, the spellpower gains gradually, at most 3 per level. Then at 58 you get the TBC boost and it jumps ahead 30 spellpower.

From 58 to 67, the spellpower gains gradually again, between 3-6 per level. Then at 68 you get the WotLK boost and it jumps ahead 76 spellpower.

68 to 80, another gradual gain, gaps of 9-15 each level. If this item were to be consistent with the behavior of the previous expansion boosts, at level 78 the Catacylsm boost would take effect. It doesn't. "Well, the thing is that Outland and Northrend let you start at 2 levels below the previous cap, while Hyjal and Vash'jr don't give you any quests until level 80." In that case, you'd expect this upgraded item to give the Cataclysm power boost at level 80 as you head off to those zones, right? Actually, no. Level 79 to 80 is still only a +15 spellpower increase. Level 80 to 81, on the other hand, is +533.

For this weapon, the upgrade price is only going to get you a useful weapon for between levels 81-82. From 77 to 80, buying Cataclysm greens off the AH will give you a more powerful weapon by far, and starting at level 83, you can buy MoP greens that sprint ahead of even the upgraded heirloom staff. Hey, if you have enough gold and the AH is stocked, you can even buy one of the MoP-dropped 409-ilvl BoE blues that only require level 80 and that'll be more powerful than any of those.

Just a word of warning, i tried to enchant this with an illusion today (mongoose) from my follower in the Enchanting study, but it didn't work, It does not change the appearance of the loom at all.

I understand why they don't want heirlooms to be that strong, given that there is (and still will be) a massive gap between new players and alt characters, but why does this staff on PTR now have 50 less intellect than a green quest reward?

Comes with the Unholy weapon enchantment appearance. Though available for transmog, you can't use other weapon enchantment appearances on it. However, the staff also shares the appearance of Shadow-Walker Staff, which can modify it's enchantment appearance.
