Be certain to double-check your mini-map for node locations, they can be in some pretty strange places. I submitted a screenshot showing a node in the northern-most section of the level 2 Frostwall Mine. It was underneath the stacked lumber, and only a tiny piece of it stuck out the BACK of the stack.

If you gather all your ores then upgrade to next level, ie lv 1 to lv 2, you can mine twice on that day.

Upgrading to the Level 2 mine is well worth it. Although you may not think you need more ore (especially if mining doesn't directly support your professions) there are a number of other advantages that the tooltip doesn't really capture.

The tooltip:

Allows followers with the mining trait to work here: assigning a follower to the mine will improve rewards from work orders.
Also opens a new mineshaft: there are of course more nodes to mine, but there are also bigger and richer nodes. You will now find rich deposits (Rich True Iron Deposit and Rich Blackrock Deposit) which drop higher quantities of ore and Draenic Stone.

Mine Cart will now appear in your mine. These contain a number of useful items including Primal Spirit, Miner's Coffee, and Preserved Mining Pick. I also occasionally found Archaeology fragments after the upgrade, which I had not found at level 1.

Either way - upgrading the mine is a good idea!

*Despite the tooltip, you currently do not need to have any follower assigned to have access to Mine Carts.
This means the only current benefit to having a follower with the Mining trait assigned to your mine is higher work order yields (affected by follower level).

OTHER INFORMATION

The ability to mine ore within these garrison mines does not required the Mining profession.
The only benefit to having the Mining profession is the ability to mine ore OUTSIDE of your garrison. (Same goes with Herbalism).

Can this or any other Level 2 Blueprints be picked up (from a Drop or a find - basically for Free) or they can only be bought?

Use: Provides the plans needed to upgrade your Frostwall Mines to level 2.

Level 1
Allows players to mine Draenic Stone from mineral nodes in Draenor. Draenic Stone can be converted to work orders for Draenor minerals.

Level 2
Allows followers with the Mining trait to work here, granting a unique bonus. Also opens a new mineshaft, granting access to additional mining nodes and allows up to 14 work orders at one time.

Level 3
A final mineshaft allows access to rich mining nodes. In addition, garrison guards will patrol your mine, keeping it clear of hostile goren. Also allows up to 21 work orders at one time.
