Strangely enough, I've got the Spires of Arak Outpost (Smuggler's Den) but I'm level 96 and can't purchase this blueprint. It's weird because the keyword is "or" not "and."

In game you can buy them all from AH. Look under Miscellaneous -> Other.

Do the raw crafting materials that you can trade for garrison resources change or is it always tanning leather?

It's a 1000 gold for the blueprint to upgrade the building but you'll have to pay an additional 30 to 70k gold depending on the server and time to get the auctioneer. One person reported that in Jan 2015 he spent 130k to get his auctioneer. I spent about 38k in May for mine after a lot of careful shopping. If you don't want to spend the gold you can farm in Ashran and Dungeons which ranges from grinding, to PVE to PVP.

So the level 2 trading post doesn't come automatically with an auctioneer like the storehouse comes with a bank NPC. Once you complete the building and upgrade it to level 2, you'll need to complete the quest Auctioning for Parts . The objective of the quest is to procure all the parts to 'build' your auctioneer with an assortment of modules..

But you don't just 'find' the modules by going to 42,34 and killing a mob. You have to construct each module which consists of another 3 to 4 components you have to farm at pretty low drop rates. You can buy the completed modules on the AH. However, some cost as much as 20k or way more depending on the server and availability. Buying the parts and then putting them together can be cheaper than buying the completed module or vice versa.

Is the auctioneer worth it? Is it just as good to have a bank alt that's always stationed at an AH? Dunno. I do a lot of mogging and it's nice to have the auctioneer in my garrison so I can browse the AH on my main and see how stuff looks equipped without having to go to a city. It's also easier to be on my main to cross reference crafting recipes and prices, again, without having to go to a city. I have a store house and my main never has to leave the garrison now except to x-mog. But yes, I still use my bank alt to do all my major selling. Keeps my bags free for raiding. The auctioneer is a browsing convenience, but not something that 'makes' stuff or hands out quests.

Bottom line: It's like having a two person jacuzzi in your bathroom. Nice when you want it, but pricey.

All of the transmog gear that I can get from this building is plate only. Talk about really stupid design Blizzard. Why do I need plate as a hunter?

If it wont let you upgrade to level 2 just relog. Worked for me!

Interestingly, if you are running multiple alt garrisons, the level 2 trading post can be entered while on most mounts, if you upgrade to level 3 trading post you have to dismount to enter, so auto dismount saves a lot of time by keeping this building at level 2. I even entered a level 2 trading post on the sky golem with a Tauren.

For anyone that can't get upgrade to level 2 for some reason, all i did was log in and out, then was able to upgrade immediately, cheers!
