Where do these drop from? I don't see them under any boss' loot in the adventure guide for any shadowlands raid.

For this you need to go to the far south of ZM, in Catalyst Garden. Up in the tower you'll find the Creation Catalyst Console. There you can transform gear that are Mytic+, Rated PVP, or the Sepulcer of the First One. You can alternatively use gear bought from Rafiq in Pilgrim's Grace

2 pieces (Arcane) : Increases your Arcane damage dealt to enemies affected by Touch of the Magi by 10%.
2 pieces (Fire) : Increases the duration of Combustion by 4 sec.
2 pieces (Frost) : Your spells have a 25% chance to call down a Comet Storm on your target enemy. This effect cannot occur more than once every 20 sec.
4 pieces (Arcane) : Touch of the Magi's duration is increased by 4 sec and grants 25% mana regeneration for 12 sec.
4 pieces (Fire) : While Combustion is active your Fire Blast and Phoenix Flames recharge 50% faster.
4 pieces (Frost) : Enemies hit by Comet Storm take 2% increased damage from your Frost Spells, up to 10% for 8 sec.
