So far I have found the following to be true...

This quest is Unavailable to the Undead race.
This quest is Available to the Blood Elf race.

Will update this comment with the other races as soon as i play them up to level 18.

This quest does count towards the Loremaster of Kalimdor achievement. I was able to complete it at level 80 (Blood Elf Rogue), even though I'd already done all the Splintertree Post quests.

This quest can only be complited by Blood Elves. Taurens cant get this quest.

Your reputation precedes you, <name>. I want you to travel to Splintertree Post in Ashenvale. The easiest way to get there on foot is to travel west through Durotar and the Barrens, and then turn north at the fork in the road.

When you arrive, speak with Advisor Sunsworn. Travel carefully; Ashenvale can be a very dangerous place!
