The NPC who gives you this is on a horse to the left of Light's Hope Chapel in the Eastern Plaguelands. The NPC you turn it into is by some packmules not far away.

It should be noted that even as an alchemist this was challenging, since i didn't have the recipe for the potion and it rarely shows up on the AH. Also, Dream Dust is only produced by enchanters, so this is a quest that relies very heavily on other players being coorperative.

This is one of the random quests given by Dispatch Commander Metz in exchange for a Argent Dawn Valor Token. The awards are used to buy items from the Argent Dawn; but they require a high number of the insignias.

These are the following quests that can be obtain by doing the root quest:

Now that the Burning Crusade Expansion is out most people will skip these quests. It is recommended by most to skip it unless there is an item you want from an Argent Dawn vendor that requires the award(s).
