On my server I found that buying the items for the quest was cheaper than buying the materials - especially the turtle scales. Some of the items you need to turn in are also used by other leatherworkers to skill up, so you may find it worthwhile to search the auction house in advance.

I didn't try all of them, but at least two of these quests didn't count for Loremaster of Kalimdor, and I wouldn't be surprised if none of them count.
