This NPC is related to the Sha'tari Defense reputation you can earn for placing a trading post in your garrison. He wanders around like any other NPC in your garrison, and occasionally he'll pause and make little inane comments like

Breuuer says: How interesting!

and

Breuuer says: Hmm...

as if inspecting the buildings and the people working for you.

It's interesting that he's with the Sha'tari Defense, as his name doesn't (at the time of this posting) include a tag beneath it to indicate such. I only found this out through the Sha'tari Defense list of NPCs wowhead has on the faction page member list as well as from the confirmation from a friend in-game.

Edit: he showed up immediately after placing my lvl 1 trading post, so there doesn't appear to be any requirements other than the plot itself.

Edit2: He still doesn't have a tag under his name, but his tooltip information has apparently been updated at some point between my intial post and this edit. It now reads "Shatari Defense" beneath his name there, like it should.

Sometimes he has a blue mark on his head, as if stunned.
I noticed it a few times, and then decided to camp next to him in order to understand what causes it.
However, never hapenned again. It's still a mistery.
