Gearing in Patch 9.1 Opinions by Dratnos - Shards of Domination Explained, Recrafting Legendaries

In this video, Dratnos discusses how gearing will look in Patch 9.1 when compared to how it worked in Patch 9.0. He also gives his thoughts on the upcoming Shards of Domination system and discusses how it will affect gearing in the next Patch!
Everything About Shards of Domination
All three main forms of gearing (Raid, PvP, and Mythic Plus) have received changes compared to how they worked in 9.0. PvP gear has gone down ~6 item levels in PvE content while going up by the same amount in PvP content, while M+ will have Valor Points available right out of the gate, though you'll need to earn the new Keystone Master achievements using the new M+ Score System to upgrade this gear all the way to the equivalent of 220.
Shards of Domination are the big change to Raid gearing, and they're a system that's been quite opaque and untested during the PTR cycle. Recently, we released a guide that helps explain them, and Dratnos uses this guide to establish a baseline for how they'll impact gearing next patch. Key takeaways are that Raid Gear will be BiS in those Domination slots next patch, even if you're a M+er or a PvPer for whom only the individual effects rather than set bonuses are active. It'll likely be worth dropping substantial amounts of item levels in order to get access to your first few Shards of Domination, and moderate amount of item levels to fill out the last few. This system also creates a weird incentive to make sure you DON'T have your Legendary crafted in a Shard of Domination slot (read the article to find those for your armor type).
