There's no real reason to keep this item after the quest unless you just like the glowy circle. It provides no buff or benefit.

Lasts for around a minute. I'd say keeping this item is not worth it. I think its nice that blizzard is intentionally adding all these quest items that lets you spawn neat stuff, but I REALLY do not like how long the cooldowns are. At least with stuff like Archmage Vargoth's Staff, Various Argent Tournament Banners, and other items, you can constantly keep them up. This stuff is like use once, lasts hardly any time and you have to wait 20 minutes to an hour to use it again.

I use it to grats people who get achievements.

Actually does have a use, though. If you're hunting an Arctic Fox Kit and you can't tell whether or not it's snowing in Storm Peaks, drop this light effect. It becomes obvious.

This item could have many pragmatic uses -- just think outside the box. One of the first things I thought of was using it as a marker in instances to show people where to stack.

The cooldown is pretty excessive, though, sigh.

I have never said this after playing wow for 5 years but put it up the ass for the group who designed this. This is got to be one of the worse ever! I just skip it on all my alts.

Actually, you can use this totem at Sha of Anger, keeps you from getting mind-controlled for the duration

The hour cooldown for this toy is really ridiculous. Especially for a toy so pretty and often useful in raids when you want to light something up on the ground.
