Method:

1. Find crates (with tiny green marker arrows) click one to get a barricade in your inventory.
2. Find red "put barricade here" markers. Stand near one, use barricade from your inventory
3. Repeat. Zone status shows how many more are needed.

If you arrive mid-invasion notice where barricades have been built, that's where they'll be wanted next time.

During this phase small elementals spawn, they represent no real threat at level 80 (unlike the bigger ones from the rift) so you should concentrate on building barricades.

I tried the barricades in TB requires 50 barricades to cover the edge of the windy city.
I put up 40 on my own, each time you successfully place one you get a speed run buff adding 20% speed each time until you going as fast running as riding an epic land mount.

About an hour ago, I was in Thunder Bluff for the barricade part of the invasion. It's the first time I was around during that section of the event, so I can't say if this is a recurring situation.

The way the wind-breaks are positioned, they can overlap and cover some of the red markers around the edge of the city. This meant that with about 12 left to place, we had to begin running around the edge, blindly attempting to place barricades. This eventually worked, but it's annoying to say the least.

Hopefully this was just my server this one time, but in case anyone else has this problem, here's confirmation.
