This item is required for the quest Tirion's Gambit, started by Highlord Tirion Fordring. When you get the hood from the Cultist Acolytes around the Cathedral of Darkness, you "disguise" yourself as one and talk to a better disguised Fordring which triggers a pivotal event.

*** How to make your own cultist attire for fun and profit ***

- A Shadow Hood, made by tailors
- A Frostwoven Robe, also made by tailors
- A pair of Frostwoven gloves, tailoring too
- A pair of Frostwoven boots, tailoring again
- Transborean Mantle, quest reward from Take No Chances (alliance side) or Vermin Extermination (horde side). In case where you trashed the item, Mantle of Congealed Anger, quest reward from Cleaning Up the Pools (Horde) or Give Fizzcrank the News (Alliance).
In last resort, you can farm General Bjarngrim, first boss of the Lightning Halls in Normal mode, for Mantle of Electrical Charges.

Enjoy your new life as a lackey of the Scourge! :D

The hood can be hard to get. Even though there is a high drop rate, I have killed every Acolyte around there 10 times now. And still no drop.

If you are having trouble finding Tirion Fordring, go to: 44.45, 76.20. You'll see for NPCs standing around a blue bonfire, one of them is Tirion. Put on your robes and talk to him, or if you haven't gotten your Cultist Acolyte's Robes, just go to the stairway and kill some Cultist Acolytes until you get a robe.

In case someone else made the same mistake as I did: they are not dropped by the cultists inside, but the ones on the stairs.

You'll lose the buff if you stray too far from the entrance - maybe looking for Tirion. Luckily, it has a 5 minute cooldown, because I really wanted to stand around idle for 4 minutes for no good reason... >:(
