Has no level requirment
You loose the buff on death (confirmed)
Can be used:Outdoors
Indoors
In instances (dungeons, both raid and 5man)
In battlegrounds
In arenas

Is not affected by the GCD (Global Cooldown)
Is instant cast
Persists while mounted (not confirmed on flightpaths)
Can only be applied to yourself (targetting anyone else has no effect)
Cannot be used when you would otherwise be unable to use a spell, e.g.

When Mounted
While casting another spell
Dead (released or still with your corpse)
Silenced ? (Not Confirmed)

Is not equippable, is used from your inventory
Has a 30second cooldown
Gives a buff with no visible duration called 'Personalized Weather' which applys the weather effect
The buff has a hidden duration of 30 seconds which once reached will either:

Change Weather Type and Reapply itself (possibly reapplying the same weather effect) extending its duration for a further 30 seconds
Expire and disappear (removing the weather effect)
Note: Out of 20 trys, I've had11x 30second Duration
5x 1min Duration
3x 1min 30sece Duration
1x 2min Duration

Gives a huge boost to ePeen status (not confirmed)
Has 4 different weather effects (which all have the same buff name, but different description):

The forecast calls for sun
The forecast calls for clouds
The forecast calls for showers with a chance of lightning
The forecast calls for snow

Other interesting information:

This item is completely *useless* and is soley there as a bit of a toy

The fact that you've read all the bullet points down to here means you've been personaly selected out of millions of potential WoW players for our extra special holiday/gift/car/house/loan/cookie (circle as apropreate)
Its saturday night/sunday morning or somewhere inbetween. Im very drunk and have grown a strange liking for bullet points and unordered lists.

Comes from the Servants of the Betrayer booster pack.

I got mine April 1st on the 3rd pack of cards I'd had opened, excited to the fullest.

I believe I'm the first on on the US Emerald Dream server to have gotten one.

I've uploaded 4 screenshots of me standing outside the Auction House in Orgrimmar with each of the four different types of weather.

I love it. :)

Note: Syserror, it CAN be used in Arenas. :)

Oh and another note, if you have the Disgusting Oozeling out and you cast your weather, if it rains or snows, the rain or snow will be green. :)

Edit: I'll see what I can do about getting a screenshot of the green snow and rain.

an interesting note, the weather effects change slightly depending on your spell detail levels.the sun is nearly invisable on lowest setting but is a giant golden orb on full settings, so i highly recomend having spell detail turned up to full if you get this.

Just got my Weather Machine and found that if you right click the buff it doesn't always remove it but rather change effect. Managed to right click it (as in removing a normal buff) and while it removed it on the 11th click those inbetween changed from sun to cloud to rain before it got removed. Some tries it got removed after the second right click but it often takes between five to ten clicks before it removes and then the chance that the effect will change seems pretty large.

Thought I'd post a few updates - been having fun with this for half an hour or so trying different things:

The buff is accompanied by appropriate sound effects. Thunder & Lightning, rain, bird sounds while the sun is out, etc.
You can now sit/eat while using, buff doesn't disappear (tested with different food/water)
Also you can use while sitting, or laying down (or asleep if the mood takes you)
Using Camoflage (hunter) will cause the sun/clouds etc. to disappear, meaning you can use this in pvp if you are a feral druid, rogue or a hunter sneaking about the battlefield. The buff effect will remain, however, so if you unstealth, the sun/clouds will come back as long as you reappear while the buff is still active.
Using this while on a mount (flying or otherwise) will unfortunately still dismount you. But mounting after using it will not remove the effect.

(Additionally if you have a Tuskarr Kite out you have the potential to be struck by lightning when the sun is shining!)

Other than the loot card itself, this will be obtainable with the Mists of Pandaria expansion pack through the Black Market Auction House. Be prepared to pay big for it!

I know it's been said that this is a novelty / useless / fun item. HOWEVER, what I'd like to know is, when you change the weather, can that affect getting battle pets that respond to weather? i.e. baby ape requires rain. Wouldn't be so useless then if it works that way.

Great toy , bought it from the BMAH for only 22k , great deal ! I love the animations , and best thing is , you can double buff yourself ! you can has snow and sunz ! Not to mention you get great sound effects . The only con is that you can repeat the same weather buff over and over for some time during play.

Also interesting to know (Maybe a bug) is that rarely the weather effect changes automatically into a next cycle without popping the cooldown. Had an awesome Sun -> Clouds -> Clouds -> Rain effect once. (With triggering the item only one time.)

I just got one of these badboys today on the BMAH for 225 000 gold and i love it!
It was the first time i saw one show up on either of the 2 servers i play regularly on.

i have it macro'd into various abilities on different toons and the visual as well as audio effects are pretty fun considering a 30sec CD makes for frequent use :D
I am not disappointed and it was worth waiting all this time to finally get one as a surprise listing from Gina

You can use it again before the buff wears off and sometimes have two weather effects going at the same time (i.e. snow and sunshine).

As of patch 8.2 the buff "Personalized Weather" is now a permanent buff until death. "Personalized Weather" seems to no longer expire after 30/60/90/120 seconds. It keeps randomly changing the weather after 30 seconds.

Edit 8.2.5: seems to expire again after 30/60/90/120 seconds

This item makes a very annoying in-game sound (especially the lightning). I use an addon called MuteSoundFile. Once you install the addon, use the following codes to mute.

When people ask where the effect comes from, I've told them it seems to be a bug. Some side-effect of all the lightning I cast.

Update: Got it today in my toy box! And it's wrapped just like other twitch drop rewards. But there is not pop-ups and it's not placed in front, so just search goblin then you'll see it.

Update as of 1/3/23 (30 hours after claiming on twitch): I decided to disconnect battlenet through the twitch website, then going on blizzards website and disconnecting then reconnecting there. After that I completely logged out of the battlenet launcher and reconnected and logged in and it was finally in my toy box. I am not entirely sure which process worked whether it was from disconnecting through twitch/battle.net or from just logging out of bnet but I thought I would share
