Yes, Don't be fooled by the "0% Chance to drop" shown on here.

It says that cause thats the % they have been looted total, and these orcs have been around alot longer then the Armaments.

I'd say 65% Chance to drop.

This quest has totally messed my daily rotations up, having to go to the Isle, then to Shadowmoon, then back again... Can these items drop if you are not on the quest? It would make this much easier.

I killed about 10 and got them all, it's a very nice drop rate. But watch out for the elites but they are pretty easy to avoid.

Or if you prefer Netherwing dailies and have the BT teleport neck:

Grab dailies from Shattrath, at least Gaining the Advantage if you have a gathering profession.
Port to IQD (via Shattrath portal) for SSO dailies. Grab Discovering Your Roots and Ata'mal Armaments. Complete Know Your Ley Lines.
Port to BT (via the neck). Complete Ata'mal Armaments. Grab Disrupting the Twilight Portal and complete dailies on Netherwing Ledge.
Fly to other dailies. Shadowmoon Valley -> Hellfire Peninsula -> Netherstorm -> Blade's Edge Mountains -> (Zangamarsh) -> Nagrand -> Shattrath.
Port to IQD (via Shattrath portal) to turn in armaments and roots.
Port to BT (via the neck) to turn in the Twilight Ridge daily.
Hearth

If you're short on quest log space or don't have the BT neck teleport:

Swap steps 1 and 2.
Hearthstone for step 3, and fly to Shadowmoon Valley. You can even do the Skettis dailies if you feel getting ganked by swarms of flying warriors in mid-air for less than your repair bill is worth it...
Teleport to Shat (via the scroll) for step 6. Fly round-trip to Netherwing Ledge at some point, preferably when your hearth will be cooled.

My personal favorite place to get these is at 72,40. There is an ally between Ata'mal Terrace and the Ruins of Karabar with 16 orcs lining one side. I start at the eastern side of the ally, up against the mountain, and just work my way down. I can see the elite coming from a distance and just fly up onto the southern wall, watch him go to the end of the ally, turn around and go away. The drop rate is decent too.

In case you had the same issue I had about "eastern Shadowmoon Valley" since the Ata'mal terrace does not appear on the map - head straight for the Black Temple. Once there you'll see it is U shaped - looking at it from the front you'll see Xi'ri in the pathway, the Black Temple is straight ahead, the Ruins of Karabor will be on the right wing and Ata'mal Terrace will be the wing on the left. That's your destination.
