If you're looking to farm these, I would recommend the harpy cave in Thaldraszus (45, 72). Go to the top of the cave where the harpies are butchering Bluefeather Roc corpses. The drop rate is not very high (probably around 10-20%), BUT the harpies are pretty easy to kill and, most importantly, respawn also immediately after you kill them so there is little downtime in this area.

The best place I have found to farm these is in Thaldraszus by killing the Skyfeather Matriarchs and the Reservoir Skyfeathers by flying between the 2 ledges at 52.5 60.6 and 52.0 57.3. Also there is a cave entrance at 52.9 60.8 where I have seen the Matriarchs spawn. BTW, even though the birds show as hostile, they ignore you until you aggro them.

A good place to farm these are the Screechflight harpies and Bluefeather Rocs in Thaldraszus on the Bluefeather Cliffs. You can fly to Gelikyr Post of you need to take a taxi. This is an area with a quest giver at /way 50.08, 70.33. It's actually a sizable area to farm. I got 3 in about 15 minutes.
