I was able to do this quest chain and get Lord Basilton at Level 66, so the listed prerequisites do not seem correct.

Also, I am now starting a new religion to worship him and his little hat.

Also also don't miss Mister Toots, another in the line of DF battle pest wi' little hats.

5A. Estratto Elementale - Loot 5 Essenza d'Acqua from water elementals
5B. Elementale, Alexstrasza - Kill 10 Invasive Deathblossoms and Lasher Weedlings in the Gardens /way 34.73 72.39
5C. È arrivato l'orologio - Let Basilton sniff your hand ( is next to NPC ) then go /way 35.23 72.68 ( follow to quest 8 )
8. Come la sabbia nella clessidra - Collect 8 Mucchio di Sabbia del Tempo Scompigliata in the Gardens ( is a pile of sand on ground ).
9. Fuoco e fiamme, finalmente - Defeat Inferno Fiammeggiante /way 35.75 75.11, You can use Essenza d'Acqua Concentrata to help You.
10. Continua pure, Basilton - Just press on Ser Basilton when Finish quest You will get this pet. This Quest i finishing Storyline.
