Found it from Torghast - Lost Soul on Mort'regar Layer 15. Floor 2, chained like other regular souls, just freed it for the item.

Anima di Elekk can be found while doing runs into Torgast, Torre dei Dannati.
You have to look for Anima Perduta (/tar doesnt work).
Can appear in a lot of layers / most of times on floor 2.

For me spawn in Interstizi dei Cuorfreddo: Layer 13 / Floor 2.
Other players have found in Mort'regar: Layer 15 / Floor 2.

This might be nitpicking, but I really wish they had used the WoD elekk model for this soulshape. I would definitely use this shape if that were the case.
