I've gone to thorgast, met Broker Ve'nott, he did not sell the item. I went to korthia, went to Bonesmith Heirmir location, he was not present. This has been an incredibly confusing journey. Has anyone managed to buy this ?

There is a version from the new great vault token, but those are clearly a different system, and it caps at 300 soul ash.

Renown 44 then finish quest line. Bonesmith selling packaged soul ash. But u can only send it to ur the same wow account alt.

After reaching renown 44 and completing the questline on ANY character on an account, upon reaching Korthia, all characters on that account will have access to Bonesmith Heirmir immediately upon entering Korthia.

This item is currently bugged and can't be mailed or traded between characters on sub accounts under the same battle.net account. Other items such as heirlooms also marked as bind on account can be traded or mailed, so this is a bug. Be aware if you have your characters on 2 different accounts under the same battle.net account.

Buying this item requires that you've unlocked the 9th layer of Torghast on any character.

I'm guessing that this is for transferring your soul ash from one alt to another. So it vanishes on opening.
An earlier post says it's bugged right now.

Reach Renown 44 and complete the questline on any character to unlock this NPC on any character on your account.
To buy a Cenere d'Anima Impacchettata you need to unlock the 9th layer of Torghast (Clear Layer 8 with 4+ Gem on ANY character).
You can send this item to any of your characters on any realm.

One of the most useless items ingame now. This should have been out during 9.0. Now you spam lvl 8+ for cinders and will skip all low legendaries and directly buy a 262. By then you have enough Soul ash anyway. And with catch up systems like Korthia and 200 craft items its not really hard to get to something like 190+ to be able to beat lvl 8 or higher. A cinder item like this would have made sense, but not as it is now.

With 9.2 this became useful again because of Borsa delle Anime Esplorate#comments . Now ANY char has to visit Thorgast again.

In case anyone doesn't want to do the math, you need 21 Packaged Soul Ash and 7 Packaged Soul Cinders to send to an alt to get a 291 legendary if you are starting with zero of each on that alt. They can be purchased for 300 Soul Ash/Cinder each at Forgiaossa Heirmir in Korthia.
