EDIT: 7/2/2021 -- The item showed up on an alt on the yak xmog mount, so I checked it against other toons. All were able to xmog to this item. I didn't see a hotfix posted, but Blizzard has fixed the item!

~~As of launch on live (6/29/2021), this item is not visible in the appearance tab, despite the item tooltip showing that it has been learned. I have filed a bug report with Blizzard.~~

Looted it from a Mawsworn Cache outside of Vault of Secrets subzone.
Currently not mog'able

Update: Just a few days later, it got fixed!

Is this item needed for any achievement or anything or we are safe to sell/delete this item? Will the transmo~ be available forever? If yes - will it be available just for one character that owned it or for all other characters as well?

Seems like you can safely delete it, you will still have it in your transmogrify tab.

It still doesn't appear in my Appearances tab but it does show when you use the Yak to tmog. I had a mini heart attack after deleting one Cosmetic item and couldn't see it!

Looted this today in the Spectral Bound Chest, so it isn't just the Mawsworn Cache you can find it :)
