This dropped off a lvl 5 Torghast boss in Coldheart. My renown is 46 so not sure why I didn't get it as a reward at 45 like one of the posters said.

Got it today after doing the weekly world quest in Ardenweald.

This mount is obtained after reaching Renown 45 on your Necrolord Covenant.

It will land directly in your bag, which might be the reason for the confusion in these comments.

As of 9.1.5 you will be able to use all Covenant specific mounts and transmogs on all characters as long as you have reached Renown 80 on the Covenant once.
(For Example: if you reached only Renown 80 on Necrolords on one character, you will only be able to use Necrolord mounts on all other characters.)
