I found this on a table on the upper floor of Redelav Tower (the Countess's place). It looks like an open piece of parchment and can be clicked on.

The item that gives Fabius's Portrait is found all the way at the top of Redelav Tower, on a table in the corner to the right of Lord Le and Mistress Celina. See screenshot for a visual. Edit: If they even decide to approve it... :|

In order to get into Redelav Tower, you have to go through Thornhill Manor...
Take the Old Gate flightpath, and coordinates are:
/way 59.20, 30.30

You will need to have completed the Desire storyline, which grants you access to the mirror from inside Thornhill to Redelav Tower.

With patch 9.1 and flying, you can go directly to the balcony of Redelav Tower /way #1525 57.9 28.4 Redelav Tower Balcony.

It'l be on the table to your right.

Weird. I tried the flying in via balcony and parchment is there but I can't click it. I've tried going via the mirror and it's still not clickable. Is it not always up ?
2 days later and tried the mirror route. Still nothing ?

I was able to loot and use it as a Necrolord. (I have the dredger butler unlocked and my rank 5 Court if that matters at all.)
