The hyenas themselves don't drop those (At least I've killed a couple dozens and haven't gotten a single pelt from them). Instead, the Cacciatore Amathets do drop them, the drop rate is not 100% tho so be ready for that.

Update: Apparently in the big outcry about drop rates after 8.3 was release they changed this... hyena pelts DO drop from them now.

2 Main ways to get Rugged Hyena Pelts:
1 - Drops from Cacciatore Amathet
2 - Killing & skinning Calcadune Saprofago hyenas (using your skinning profession)

Do this quest at the same time as Una storia sepolta sotto la sabbia and Mordete questo! which are given by High Explorer Dellorah Gran Esploratrice Dellorah as part of the Uldum Accord rep quests. Those quests require you to kill hyenas and retrieve buried relics in the same area.

~~If you're not doing Chew On This! and you don't have skinning profession, there is no reason to kill the hyenas.~~

January 23rd hotfix:

Rugged Hyena Pelts now drop from all hyenas in Uldum as well as Amathet Hunters. Players with the Skinning skill will still be able to skin the hyenas for a guaranteed pelt, in addition to any that drop.
