This item is looted from the ground near a stand of trees in Radure di Tirisfal at (43.79 54.89), to the southwest of and across the road from Calston's Estate. When looting, the progress bar says, "Taking Pamphlet". Soulbound and unique, it also appears to be lootable only once per character, though there currently is not a quest-Flag in the wowhead database for it. It is part of a 4-pamphlet set that inludes Il Re Traditore, L'Aspirante Regina and L'Ultimo dei Menethil, all of which are found under those same trees. These can be looted by both Horde and Alliance, level 50 (Shadowlands levels) and above, for a total vendor value of 40g. For characters that have completed the La Battaglia per Lordaeron/La Battaglia per Lordaeron scenario, you may have to speak with Zidormi at (69.4 62.8) to access these items.

The text of the pamphlet is as follows:

We all know that Anduin Wrynn is a traitor to his race and does not deserve to be king. The facts are INDISPUTABLE.

So who should be king? For now, there is only one answer: Genn Greymane.

Then we will bring down Greymane and turn our blades upon the rest of his cursed kind.

It will be a challenge to hide your disdain for the mongrel worgen. But we must do it for a time, brothers and sisters.

Once Lordaeron is free of undead filth, the Scarlet Brotherhood will FINISH the job and ensure that only pure-blooded humans hold this land!
