It unlocks follower mission Tana del Lupo (Tana del Lupo)
After 3-6 hours you can take a quest Rapporto di Missione: Tana del Lupo.
If you had full bags, check your post for the item
Following quest Tana del Lupo is to go and build outpost.
Outpost is located in Tiragarde Sound (North at 62.23 13.42)

This steps unlocks windrider in Tiragarde Sound <= map
Now you have to wait for the next Rare follower mission Lupi per la tana to pop up
After 3-6 hours you get Potenziamento Avamposto Rapporto di Missione: Lupi per la tana quest.
Following quest Lupi per la tana is upgrade outpost quest for this outpost

Not sure that this is intended, but the flight master at this and other outposts are not on the flight map. I can fly out of it, my whistle will take me to it if I'm close, but there's no way to fly directly to the outposts.
