This just dropped off a random mob in Stormheim but I am not able to accept the quest. I am guessing this is either a high level quest or a crafting quest. We will see.

I decided to try to finish the Field Medic achievement, and I had never seen this item drop. I managed to farm it up pretty quickly by killing the Bilgefin murlocs at Morheim.

You can purge the Murlocs in Morhiem for these. They drop all three letters. Crumpled Request, Fevered Request and Singed Letter.

This one was a real tough one for me... I farmed murlocs for hours over several days with no results. I ended up trying my luck with Adrew the Free Man since his drop rate appeared to be much higher (according to wowhead's data). At first I was only killing Adrew, and waiting for him to respawn (~8 mins respawn timer), but then realized he would spawn much faster if I killed all the other vrykul in the area. Once I did that, the Crumpled Request dropped within 10 minutes.
Here is what you need for this strat:

Wait for the world quest "A Jarl's Feast" to be up
Start a new group using the LFG tool and make sure it is NOT set to auto-accept
Convert party to raid (so that you don't get any credit for killing the vrykul...if you reach 100% progress, they will depsawn)
Interact with the various vrykul, insult, and kill them
Watch for Adrew's spawns, and kill him every time he respawns until you get the quest item

I hope this may help anyone else who's having trouble with the murlocs~

EDIT (5/15/18):
Based on comments below:

Vrykul may not despawn until you "pay respect to the fallen Jarl", so could perhaps also be done outside a raid group
The item may drop from any of the vrykul at the feast

This was the last one I needed. Spent probably 4 hours over a few weeks killing thousands of murlocs. I got the other two zone drops multiple times, but never the Crumpled Request. Finally I decided it was time to try something else, so I went for the Rockclaw Clamcrushers instead. You can't make as big pulls as with the murlocs, but at least they respawn fast. Lo and behold, after 20 minutes I got the drop!

Just got this item from a Blood-Crazed Swashbuckler in Dreyrgrot-Stormheim (72,53) after alot of farming :)

15 minutes of farming the Bonespeakers at 68,51 in Stormheim in a 5-man group got me this item.

Blizzard RNG seemed broken to me! Spent days killing 15k murlocs and 4k Bonespeakers. Got 16 Fevered Request and 9 Singed Letter, but no Crumpled Request. Finally today a shaman guy joined my group and again I was grinding Bonespeakers at 68.51, but this time with another person. Guess what? I found Crumpled Request at our second pull. 30 seconds guys. I'm not joking, I have no interest in that

Farming this during A Jarl's Feast..... and I got Fevered Request, which I already have done.. :(

I have been farming seagulls and direbeaks. If you go to the Direbeak Swarm! WQ area you will also be at Gull Rock. I killed the packs of seagulls on the cliffs and filled my time with the direbeaks. I just received 4 quests in total with 1 repeat in about 25 mins. All from the seagulls.
