Useful, because a longer stagger allows you to store more into the bar overall for purify. It will also slow down the damage taken, which is great for the first few seconds of a pull.

This is a very interesting item. Some players might wonder why you'd ever want to extend the duration of Noncuranza. The answer is a bit mathy, but I've tried to explain it as simply as possible below.

By extending the duration of the debuff by 3 seconds it spreads the staggered damage over a longer period of time. This means that the damage taken per second (DTPS) of the stagger DoT is lower. It does not, directly, reduce the absolute amount of damage the DoT will deal, however by having a slower flow of actual damage the amount of healing that you will require per second will be lower. This in turn means that you can effectively stagger a larger amount of actual damage with the same healing requirement.

For example, if you receive 200,000 damage and it is 50% staggered over 10 seconds, you will take 10,000 damage per second from the stagger DoT. If, instead, that damage is staggered over 13 seconds, you will only take about 7,692 damage per second--you and your healer(s) have an extra three seconds of time to respond to the remaining damage. If your healer can still pump out 10,000 healing per second, you would actually need to take an even larger amount of damage (130,000, to be precise) for their full healing capacity to be used. The excess healing capacity could instead be either spent conserving mana or healing other members of your group.

Also, because all damage you take will be staggered over 13 seconds instead of 10, you are able to increase the amount of staggered damage that will be removed by Birra Purificatrice because even if you purify the same number of times during a fight, 3 additional seconds worth of damage will be mitigated by your brew.

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from Incubo di Smeraldo is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Just a small trivia note to the text: The name "Veri'thas" is most likely a reference to the latin saying "In vino veritas" - "In wine there is truth.".
Considering that wine is an alcoholic beverage and this is a Brewmaster only item, this could be true. I know the name is from a mage, but elves do like their wine a lot and Blizzard have also added NPCs that have names from the other 'side' in the past.
