This bag is a reward from the quest Capre mangia-appunti in Alto Monte.

Of note, Addie Frizzabrago is a writer that wants to turn into a hunter (a Gnome Hunter, which is a viable race-class combination in Legion!). She is involved in a questline whereby Hemet Nesingwary teaches her to become a hunter. Capre mangia-appunti is a part of this questline, which culminates in Cuore di cacciatore.

This rare gem is a throwback to when Hunters had to carry arrows/ammo in specialized quivers/ammo bags! It was converted to a standard bag when arrows/ammo as inventory items were removed. The pattern for this is no longer in-game, but any Leatherworker who already learned it can still craft these.

LEGACY BAGS

The following 20+ slot bags are rare indeed...they are no longer obtainable in-game, but if you had one from before, you would retain it.

Prior to patch 4.0.1, Hunters had to keep a stock of ammo/arrows in a specialized quiver or ammo pouch in order to use their bows, crossbows or guns. With 4.0.1, the following changes were implemented:

Hunters no longer were required to carry ammo/arrows, and had unlimited ammo from that point
All recipes for quivers were removed from vendors
All pre-existing ammo/arrows were converted to grey vendor trash
All quivers and ammo bags were converted to regular bags of varying sizes
In many cases, the patterns to craft these specialized bags were REMOVED from a character's profession recipe list, even if they learned the patterns prior to 4.0.1.

The only exception to this seems to be Faretra delle Mille Frecce - it is still craftable, although the recipe to learn it has been removed.

It was obtained from an epic questline that started from Antica Foglia Pietrificata, which dropped in Nucleo Ardente after defeating Maggiordomo Executus. Via this quest line, Hunters had to loot a dragon sinew from the old version of the world boss Azuregos and turn it in to get the quiver. With the advent of patch 4.0.1, all quivers were converted to bags. Patch 4.0.3a brought the removal of the Antica Foglia Pietrificata, thus making this bag no longer obtainable. Those who already had the bag from the questline retained it.
Faretra Rinforzata Nerubiana	20	Leatherworking	2 X Cuoio Boreale Pesante 20 X Chitina di Nerubiano (No longer craftable!)	BoE. This quiver was used back when Hunters had to carry arrows/ammo in specialized bags in order to use their ranged weapons. With the advent of patch 4.0.1, the recipe for these was removed from vendors, AND the crafting spell was removed from the Leatherworkers that previously could craft it! Those who had the bag (already crafted) retained it.
Sacca per Munizioni di Scaglie di Drago	20	Leatherworking	2 X Cuoio Boreale Pesante 20 X Chitina di Nerubiano (No longer craftable!)	BoE. Pretty disappointing that if you already have 30 slot bags in all your slots, person and bank, that you have to vendor this. :(

To date (January 5th 2018), the largest bags you can get for free are:

26 slots: Borsa di Addie Macchiata d'Inchiostro
This bag is a reward from the quest Capre mangia-appunti in Alto Monte
No prerequisite for this quest; takes you about 30 seconds once starting to talk to Addie.

24 slots: Sacca di Scorte dei Kor'kron
They drop from 90+ Kor'kron humanoids in Savane Settentrionali
The droprate is quite low; can take up to an hour if you're really unlucky. On average should be around 10-20 mins if done at good speed.

24 slots: Sacca Cenciosa di Malastoffa
Reward from quest Il Feticcio del Perfido in Zul'Aman in Terre Spettrali
Make sure to set dungeon difficulty to Heroic.
Takes about 5 minutes once in the dungeon.
You are required to kill two bosses in order to unlock access to Malacrass.
Killing the final boss Daakara is the quickest way to turn in the quest since the NPCs move to the end when Daakara dies.

24 slots: Carico dei Grumyan
Reward from quest Nessun carico abbandonato in Massiccio del Kun-Lai.
Part of a questline that will take you about 15 mins.
According to Leobolin's advice: start by talking to Fratello Garza Morbida and do his quest Il Sentiero della Iuta: all'Avamposto della Iuta
Then, do quests Zampa di Coniglio, L'attacco dei Denterotto and finally Nessun carico abbandonato

Lesser options:

22 slots: Sacca di Pelle di Drago, 1 minute once there, from Santuario di Ossidiana in Dracombra. Entrance under the Wyrmrest Temple
22 slots: Zaino di Pelle di Onyxia Ingrandito, 5 minutes once there, from Onyxia who can be found in the raid in Acquemorte
20 slots: Sacca del Signore delle Fosse, 2 minutes once there, from Antro di Magtheridon in Penisola del Fuoco Infernale. Entrance bottom of the wall in the center of the map, eastern side
