It appears that this item is still missing from the data files. Although the trinkets are in-game, there is no possible way of making them until Blizzard adds the tome in game. As the patch is less than 3 weeks from deploying, it shouldn't be too long until we see how we can obtain this tome.

Because it doesn't list it yet as of patch day, this is acquired from Samantha Scarlet (Alliance) or Nicholas Mitrik (Horde), the herb trader who randomly appears in your garrison.

Got new Alchemy recipes today thanks to good man that shared his Garrison throught LFR custom and set autoinvite.
Nobody even mentioned about 20k gold fee. This really brings back my faith in humanity :)

I've been logging in and looking for Samantha Scarlet in my town hall and all over my garrison every day, and she hasn't randomly appeared yet. Pretty lame for a trinket that people are saying might not be that good?

In a Level 3 Garrison, the "Trader of the Day" is the NPC just inside the garrison entryway on the left for Alliance, and the NPC inside and to the left when facing the adventurer mission table for Horde. This NPC can vary daily in every garrison, but is usually not a Trader. It is usually Muradin Bronzebeard for Alliance, presumably his counterpart for Horde. However, every day a different, rotating one of the traders will appear in certain players' garrisons--not necessarily yours.

Most players won't have the "Trader of the Day" in their garrisons on the day any given trader is "in town," Being "in town" simply means that certain players will have that Trader in their garrison (even though it is likely you will not). Different traders appear on different days. Whatever the "Trader of the Day" is will be the same for all players in every realm, both horde and alliance. So, for example, if the Ore Trader is the "Trader of the Day," anyone who does have a Trader in their garrison that day will have the Ore Trader.

In busy realms/factions, you can usually ask in Trade Chat which is the Trader of the Day (e.g., Herb trader, Leather trader, Ore Trader) and get an answer. In more desolate realms/factions, you will need to use the Pre-made Group Finder. Because it is understood not every player will have a particular Trader they need to buy from in their garrison even if it is "in town" on any given day, many players list their garrison under Pre-made groups and advertise having that trader in their garrison. There's not always someone posting this, but it's cross-realm so there are usually players who post it throughout the day.
