According to the Toy Box, you get this item from Soulare of Andorhal who is a reference to Solaire of Astora in Dark Souls. I've seen this follower in the Inn building of the Garrison, but I did not choose him at the time. Presumably you just pick him as your follower and he may give you the item.

Edit: I have now acquired him as a follower on live, but talking to him has not given the item. It is either bugged, or there is something more to it to get the item. If you target Soulare in your Garrison and /praise him then he will put a temporary sunbeam on both of you with the buff Grazie alla Luce that lasts for two seconds.

Simply /tired on Soulare to receive this toy.

You get this toy from doing /tired while having Soulare of Andorhal targeted.
When you use this toy, you place a Wayfarer's Bonfire on the ground in front of you and this is what it looks like. It is a reference to the bonfire in Dark Souls.
You can right-click the bonfire to enkindle it. It causes the bonfire to burst into flames for a few seconds and grants you the 1-minute buff, Bonfire's Reprieve.

I am glad I got rid of my Inn. There is always something I should have gotten before I replaced it with a useful building.
You just never know. Oh, and you can do any profession in Draenor with a skill level of 1 ... unless you want to Disenchant something from the past or make something top end. Then you have to have a skill of 700. So don't be like me and drop your hard leveled professions for new excitement only to find out you need what you had and cannot get it back. Draenor is full of promise, but only promise.

You have to get into probably the melee range of him in order to get the toy, while he can be targeted right after you recruited him at the inn.

I feel the sword in this toy needs repositioning to the middle. Other than that, I welcome this toy to my collection! Too bad Soulare cannot join the "joyous collaborations" that we could have. :(

This is obtained through the Inn with the headhunter, simply by selecting Soulare of Andorhal to be your follower. He counters Wild Aggression, so you'll most likely find him in that section.

Note that you can only use the headhunter once a week.

My information is more about his other abilities as a member of your garrison, and how to locate him therein.

Soulare responds to two emotes:

/praise will grant you the 2-second buff of Grazie alla Luce
/tired will result in the following exchange: "You let Soulare of Andorhal know that you are tired." / "Soulare of Andorhal comforts you." His comfort will come in the form of a Falò del Vagabondo. Using the sword in the bonfire will grant Pausa del Falò (buff lasts 1 min, toy has 30 min CD).

If you haven't had the luck of recruiting him yet, you can still interact with him if you can get an invite to a garrison at which he resides. He does not have to be YOUR follower for you to get the toy.

So, you want to interact with him? Get that toy? But...
WHERE IS THIS SUN-PRAISING TOY-GIFTER?
There is no "talk to him after you recruit him" option for those of us who, like me, recruited him long before you knew he gave out toys to the weary. So, you have to track him down within your garrison.
Edit: It looks like the locations for Horde and Alliance can be viewed under his NPC page here: Solenzio di Andorhal. Horde, seems to be "along pathways...usually" and Alliance, "typically middle-ish" - but a lot of locations in either garrison.

Can't see him? Others have stated that phasing out of your garrison and coming back might help. He might also be mission-bound.

If you are having issues finding Soulare in your garrison after recruiting him or getting the toy from him, read this:

Soulare will NOT give you the toy OR the light pillar buff while working. He HAS to be wandering around your garrison, which can lead to some problems.

Either:

He wanders quite frequently (easily solvable with /tar)
He isn't in your garrison at all

If your issue is the latter, it may be because you have a level 3 garrison, and only so many followers wander around at a given time. For the Dell Tech support answer, make sure your computer is plugged in and you haven't sent him out on a mission. After passing those troubleshooting options, you have several others:

Try logging out and logging back in, this supposedly forces the game to remember your roster and possibly spawn out Soulare (did not work for me)
Try sending him out on a mission and catch him as he leaves the garrison (also did not work for me)
Send a lot of your followers out on missions, including Soulare, and ensure that Soulare is on the shortest duration mission. Receive his mission report before the others finish or receive ONLY his. After this, you're guaranteed Soulare will be somewhere in your garrison (worked for me)

Hope this helps you people getting extremely frustrated because you're unable to get the toy despite having Soulare recruited. I did not come up with the last solution, but I'm unable to find the original thread to credit the person who posted it.

For all those who sadly don't have this follower yet and people on trade/guild/world dont have him either or aren't simply responding, you can try a little trick with Realm Hopping.

I'm sure that most of you are now familiar with realm hopping, so just realm hop on any open group using "Cross Realm Assist" or ''RealmHop". Once you are in the group, right click on your portrait and select "View Leader's Garrison". Don't forget you need to be inside your Garrison to be able to use this function! You will then be transfered into his garrison where you might try your luck and search for this follower. If you dont find him anywhere, just go back to your own garrison and hop into another group.

You might as well use this little macro, to make it easier to find him /target Soulare of Andorhal
Once you find him you can use /tired to obtain the Falò del Vagabondo

It might take some time, but still gives you a bigger chance than just sitting and waiting for someone to reply you that they have him...

If you know someone who has it and they happen to be on opposite faction, you can just create a class trial and jump to their garrison to get it. I just got it like that.

This can now be obtained by visiting Soulare of Andorhal in Stormwind City and letting him know you're /tired.

Note: If you just want Soulare for the toy /emote, you no longer have to recruit him in your garrison. As of patch 8.0, he can now be found in Stormwind on the parapet surrounding Lion's Watch (the memorial to Varian Wrynn near the harbor). Coordinates on the SW map are 38.1 / 64.4. He stands there behind the memorial, staring off to the western sea. Simply select him and do the /tired emote to get the toy. You can also /praise him and the other various emotes that worked on the garrison follower version of him.
