Best Frost Mage Legendaries For Mythic+

Night Fae is very strong in AoE. Cuore dei Silfi provides a buff to Haste and Critical Strike but the main benefit is that you can cast Potere Mutevole while moving. This legendary provides a moderate damage increase in AoE, but much less on bosses since it stacks 10 times and each hit counts.

Comando Disciplinare provides crit damage and has high AoE damage. In order to proc this legendary, typically you only need to cast Detonazione di Fuoco since Controincantesimo, Runa del Potere, and other Arcane spells are commonly used in Mythic+.

Venti Gelidi provides a lot damage in cleave and AoE. Potere Mutevole reduces the cooldown of Globo Congelato, so it has some light synergy with Venti Gelidi but this isn't new in 9.2. Cuore dei Silfi has very little impact on our decision to prefer Night Fae in most of Mythic+.

Best Frost Mage Legendaries For Raiding

Profondità della Morte and Ghiaccio Scivoloso actually have a bit of synergy since they both affect Dardo di Gelo. Dardo di Gelo is a very weak spell on its own but since Profondità della Morte amplifies our spell damage with each hit, the synergy is enough to make this combination worth mentioning. Best when fight timings line up well with Stirpe della Morte for cleave.

Venthyr Delizia Peccaminosa - Consuming Mente Fredda, a Detonazione di Fuoco charge, Lancio Istintivo reduces Specchi del Tormento cooldown by 4 sec. If Specchi del Tormento is dispelled the cooldown is reduced by 45 sec.

Necrolord Profondità della Morte - Your Palla di Fuoco, Dardo di Gelo, and Detonazione Arcana have a chance to grant Stirpe della Morte for 8 sec. While in the form of a skeletal mage the spell damage granted is increased by 1% for each enemy hit by Fireball, Frostbolt, and Arcane Blast.

Night Fae Cuore dei Silfi Potere Mutevole can be channeled while moving. Each enemy hit by Shifting Power grants you 1% Critical Strike and Haste, up to 10% for 15 sec.

Kyrian Eco Armonica - Damage dealt to enemies affected by Scintilla Radiante's vulnerability echo to 4 nearby enemies for 30% of the damage dealt.

I'm really confused. In the Shadowlands Systems > 06. Best Legendaries > Best Frost Mage Legendaries > What Legendaries to Craft as a Frost Mage you say this about Freezing Winds:

Verdict: A reasonably versatile Legendary for single-target and AoE, but not strong enough at either to justify being a first craft.

But down in the Max-Level Information > 06. Gear > Recommended Frost Mage Gear > Legendaries you say this about Freezing Winds:

However, Freezing Winds (source: Sire Denathrius, Castle Nathria) is more versatile than either and should be your first craft, as well as your go-to Mythic+ legendary item.

So what is the actual recommendation?

Undoubtedly great advice for those players and raid teams where all mechanics are properly executed from the first time, and all avoidable damage is always avoided.

Meanwhile back in Legion, on my middle-of-the-road heroic raid team, the raid leader would not infrequently tell everyone to equip their survival legendaries and suddenly that would be the attempt that the boss would go down on for the first time.

This is one of the things that frustrates me about sims, and player reactions to them; they live in a world where mechanics and damage don't matter, while back in the real game, they very much do.

I noticed you didn't mention the Temporal Warp Legendary at all. Any particular reason?

A good option on Fortified weeks if you need it, but your boss damage will suffer. It doesn't have any effect past five targets though, so isn't well-suited to massive pulls.

What would happen if you were running Splitting Ice and Glacial fragments together? Do both lances explode, potentially hitting up to 10 total targets?

thanks for the write up -

it says

#1 Craft Glacial Fragments or Slick Ice at rank 1
#2 Craft the other Legendary at rank 1

but both of these are recommended to be crafted on legs. there seems to be a pretty good waist that drops from Nathria but not so much for a back piece, so would the optimal crafting route be Glacial Fragments on back, Slick Ice on legs, and then go for the waist from the raid?

Im on layer 6 cold interstia and neither slick ice nor glacial framents had dropped yet..is it in layer 8?

I've used Slick & Fragments, but I think I'll get better overall with the newly buffed Freezing Winds. BUT no idea why the recommendation is head or hands, legs still has the best total amount of secondary stats... so why not put Freezing Winds on legs (I dislike swapping stuff arounds honestly)? Seems to be no speculation a >1 legendary for 9.1, speculation it may be 9.2, and THAT is a long, long ways off.

In the section on covenant powers, you should probably now indicate that they can go on any slot as Unity. For example, Sinful Delight says only legs and feet, which was apt and is still possible, but someone who really wanted it even as their only leggo could effectively get it on all of the pieces that Unity can go on.

In case you are wondering: YES, as of now Ricordo dell'Incantamento Febbrile works for Frost mages as well.
I validated this ~~due to sloppy gear change~~ while doing structured basic research.

In Blootmallet's Charts, this legendary not just performs second best in the single target configuration, but also reasonable 4th place in what they are calling "hectic add cleave" (great name for a guild btw.).

I could imagine that with sofcap crit of 33% and Tempesta di Comete chosen, this provides some options:
A Mente Fredda-procced Raffica di Colpi sets up Gelo Invernale, then Tempesta di Comete critically hits seven times ("affected by, but not consuming"), giving the next two Lancia di Ghiaccios a significant bump up the damage ladder.
I don't know whether that playstyle is calculated in the Patchwerk sim model.
